Bid Description:
Vermont’s Universal Recycling Law, Act 148 of 2012, enacted a disposal ban on recycling and required trash facilities and haulers to offer recycling collection services. No funding source was allocated at that time for the build-out or maintenance of Vermont’s recycling infrastructure. Fortunately, Vermont Department of Environmental Conservation (DEC) has been able to fund several rounds of infrastructure grants that support recycling infrastructure in Vermont.

The Vermont Department of Environmental Conservation is now offering a one-time, single grant of up to $1,500,000.00 in funding for a solid waste management entity or municipality for the construction of a Material Recycling Facility (MRF). The MRF must be able to serve at least 40% of the state, using equipment and staff to sort and process mandated recyclables for recycling markets. The grant may not fund more than 40% of the entire project cost and requires documentation of at least 60% match funding.

DEC seeks grant applications for the following:
1.        Construction of a Material Recycling Facility (MRF) capable of accepting and sorting “mandated recyclable[s]” including aluminum and steel cans, aluminum foil and aluminum pie plates, glass bottles and jars from foods and beverages, polyethylene terephthalate (PET) plastic bottles or jugs, high density polyethylene (HDPE) plastic bottles and jugs, corrugated cardboard, white and colored paper, newspaper, magazines, catalogues, paper mail and envelopes, boxboard, and paper bags.
