INTRODUCTION
The Kent County Purchasing Division is soliciting proposals for two (2) heavy duty, tier 4, direct injected
diesel powered, material handlers for waste handling operations at two separate facilities. North Kent
Transfer Station (NKTS) is located at 2908 10 Mile Road, Rockford, MI and Waste-To-Energy (WTE) facility
is located at 950 Market Ave. SW, Grand Rapids, MI.
The material handler for NKTS will be used to load up to twenty (20) 115 cubic yards, solid waste transfer
trailers per day while also sorting construction and demolition materials that are delivered to the site.
NKTS receives approximately 130,000 tons of municipal solid waste (MSW) annually. Of this,
approximately 20% is construction and demolition debris. Items like steel, aluminum, cardboard and
scrap metal will be the primary targets for sorting but additional items such as wood and shingles may
also be separated. The material handler will work in conjunction with the facility's front-end loaders to
facilitate the transfer of waste from the site. The NKTS machine will be equipped with a rotator and
heavy duty, demolition and sorting, two-jaw grab and will operate primarily within the transfer station
building with varying working heights generally between 25 and 30 feet. The machine will mobilize
throughout the facility as needed over the relatively smooth concrete floor being used to sort and move
material as required.
The material handler for the WTE facility will primarily be used to feed an SSI PRI-MAX PR2200 refuse
shredder/reducer at a rate of 25 tons/hour or up to 1,000 lbs. per minute of MSW. Additionally, the
material handler will fill a backup role in loading 115 cubic yard transfer trailers parked on the tipping
floor surface, adjacent to the machine. The WTE machine will be equipped with a rotator and heavy-
duty, orange-peel type grapple capable of at least 1 cubic yard material per pick. The WTE tipping floor is

concrete base with protective bituminous overlay and has a maximum working height of 30' in the
intended work area.
The proposed delivery date is preferred to be no later than (120) days from the date of award. Variations
from the specifications will be considered. Such variations shall be plainly marked and an explanation
provided.
