Summary

Seminole County's (County) Greenwood Lakes Water Reclamation Facility (GWLWRF) serves the County's Northeast service area and operates under the Florida Department of Environmental Protection (FDEP) permit FLA011086. The facility, initially rated to 3.5 million gallons per day annual average daily flow (mgd AADF), was rerated to 3.0 mgd AADF after upgrades were completed in 2012. Hurricanes Milton and Helene in 2024 exposed vulnerabilities in plant processes and infrastructure leading to FDEP’s including this Project among its priority projects (November 21, 2025) eligible to receive (partial) funding through the 2026 Clean Water State Revolving Fund Supplemental Appropriation for Hurricanes Helene and Milton.

5. Project Description: Seminole County is actively seeking a professional engineering
firm, in accordance with Florida Statutes 287.055, to perform design, permitting,
assistance with public engagement, bid-phase services and limited construction-phase
services for County's Greenwood Lakes Water Reclamation Facility Class I Reliability
Improvements (Project).
6. Project Estimate (Over Contract Term): $20,000,000.00
7. Draft Agreement: The resulting contract will be for a period of five (5) years, with two
(2), One (1) Year renewal options, from the execution of the Agreement. It is imperative
for all prospective proposers to carefully review the Draft Agreement, and Insurance
Coverage Requirements within the solicitation package to ensure that all questions that
arise will be answered prior to the closing of this solicitation
8. Request for Interpretation of Contract Documents: Following the conclusion of this
pre-proposal conference, any requests for information on this project must be made
through the assigned Procurement Analyst. Any requests for technical information must
be presented in writing to the Procurement Analyst. Responses to these requests will be
posted on the County website in addenda form. Contact information provided as follows:
