Master Renewable Energy Power Purchase Agreement for Loudoun County Facilities, RFQ 632795

The intent of this Request for Proposal (RFP) is to establish Master Renewable Energy Power Purchase Agreement (master agreement) with one (1) or more qualified Power Purchase Providers (“Provider”) (approved by the Virginia State Corporate Commission (SCC) for NOVEC area) to establish and operate site specific solar photovoltaic (“Solar PV”) system (“Projects”) at Loudoun County Government (“County”) owned facilities. The successful Offeror will design, install, own, operate and finance grid Solar PV Projects at facilities which are owned by the County, and sell the electricity produced by each Project to the County under a Site-Specific Renewable Energy Power Purchase Agreement (“PPA”). The master agreement will provide the right but not the obligation for the County to enter into any or all of the individual PPAs.

The space for installation, operation and maintenance, and all access requirements, will be provided by a Lease with the County as Lessor and the Provider as Lessee, with an annual rental of $1.00 to be paid by the Provider to the County, with such Lease being part of the individual PPA. The Provider will be responsible for all costs associated with installation of the Solar PV system and for the operation and maintenance thereof, with the Provider’s revenue to be generated by sale to the County of electric power generated by the Solar PV at agreed rates for an agreed term.
