Description
The Judicial Council seeks to identify and retain qualified technical staff augmentation staffing agencies under a number of master agreements to supply the Judicial Council, Supreme Court, and Appellate courts, each a “Participant,” with high-quality, cost-effective, professional technical staff. The master agreement holders will serve as the qualified bid list for Participant’s professional technical staff requirements for the duration of the master agreement contract term. PROPOSALS DUE: AUGUST 28, 2026 (as amended) NO LATER THAN 1:00 PM PACIFIC TIME (PT). Public Opening of Cost Proposals shall be on September 16, 2026 (as amended) @ 10AM PST.

This RFP is the means for prospective technical staff augmentation staffing agencies to submit their qualifications to the Judicial Council and request selection for award of a master agreement as a result of this RFP. Judicial Council intends to award up to sixteen (16) master agreements to the highest scoring proposers for an initial two (2) year term, with three (3) consecutive one-year option terms to renew, for a potential maximum term of five (5) years.

The Judicial Council, as a public entity, prohibits direct contact with any Council personnel during the solicitation process in order to maintain fairness and equality to all proposers.
Proposers are specifically directed NOT to contact any judicial branch entity personnel or consultants for meetings, conferences, or discussions that are related to the solicitation at any time between release of the solicitation and any award and execution of a contract.
Unauthorized contact with any judicial branch entity personnel or consultants may be cause for rejection of the Proposer’s proposal.
