Project Description: The $8.8 billion Home Energy Rebates (HER) program from the United States Department of Energy (US DOE) provides rebates through the state energy offices to allow households to save money on select home improvement projects that can lower energy bills. This program is focused in two (2) rebate programs to be implemented by Maryland Energy Administration (MEA): the Home Efficiency Rebates Opportunity Program (Section 50121 - HERO) and the Home Electrification and Appliance Rebates Program (Section 50122 - HEAR). The Maryland Environmental Service (Service or MES) is issuing this Request for Proposals (RFP) to seek proposals from qualified and experienced offerors with the means and qualifications capable of providing the services needed to deliver both the Section 50121 - HERO and Section 50122 - HEAR rebates in a coordinated manner.
