The County of San Mateo Environmental Health Services (EHS) ensures a safe and healthy environment in San Mateo County through education, regulation, and monitoring. Services include but are not limited to hazardous waste management, restaurant inspections, housing inspections, medical waste disposal, water protection, water quality monitoring, and pollution prevention.

EHS is seeking proposals from qualified applicants to support its Pollution Prevention Program with social and digital marketing, media buys, communications, and outreach services. The Pollution Prevention Program conducts outreach and education on a variety of environmental and public health topics to encourage residents to protect their health and the environment. EHS seeks to contract with a qualified organization to help raise awareness, change behaviors, and increase engagement with program initiatives. Successful proposals will demonstrate the ability to effectively reach target populations, increase participation in program activities, and deliver measurable improvements in public awareness and environmental outcomes.

The estimated value of the contract is over $200,000.

The Pollution Prevention Program aims to reduce environmental contamination and protect community health. The program includes, but is not limited to, Household Hazardous Waste, Used Oil and Filter Recycling, Cigarette Butt Litter Reduction, Coastal Cleanup Day, Healthy Nail Salons, Fish Smart, School Share Tables, ReFuel Your Fun (reusable 1-lb. propane cylinders), and other extended producer responsibility and product stewardship efforts that educate residents on protecting their health and the environment.

Awareness and participation vary across the county. Many residents and businesses are unfamiliar with proper disposal practices or the County programs available to support them. Reaching San Mateo County’s diverse populations requires culturally responsive, multilingual communications and strong engagement across digital and community platforms.

To address these challenges, EHS seeks a contractor to provide social and digital marketing services, media buys, communications, and outreach support for its Pollution Prevention Programs. A successful contractor will help close outreach gaps, effectively reach target audiences, and deliver clear, compelling messaging that increases awareness, drives participation, and supports measurable behavior change.
