This is a combined synopsis/solicitation for commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6 and FAR Part 13.5, as supplemented with additional information included in this notice. This announcement of solicitation number H9224025QE032, small business set aside, issued by Naval Special Warfare Command (NSW) for Maritime Reconnaissance Vehicle (MRV) Course of Instruction (COI) Training located in Honolulu, Hawaii. This constitutes the only solicitation.
The solicitation is issued electronically via SAM.gov and interested parties must comply with that announcement. Interested offerors should monitor SAM.gov for the release of the solicitation and any applicable amendments. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov. All responsible sources may submit a quote/proposal, which the command shall consider.
The associated North American Industrial Classification System (NAICS) code for this procurement is 611620, with a small business size standard of $9M.
Offerors may submit written questions during the proposal preparation period. All questions shall be submitted electronically to Emily.lonigro@socom.mil and must be received no later than 10:00 A.M. (ET) on 06 Aug 2025 to allow adequate time to prepare a response prior to the date and time set for receipt of quotes. Only written questions utilizing Attachment S-1 – Q&A will receive a response. It is required that each question shall include the document name, document date, specific page, paragraph, clause, or other definitive citation requiring clarification. All questions shall be directed to the Contracting Office by email, citing the following subject line: "H9224025QE032_OFFEROR NAME_Question”.
Quotes/Proposals are due no later than 10:00 A.M.(ET) on 20 Aug 2025. The quotes shall be valid for no less than 180 days from the date of RFQ closing; a statement affirming this fact shall be included in the Introduction. Quotes/Proposals shall be submitted electronically to Emily.lonigro@socom.mil. Email is the only acceptable method of submission. No facsimile quotes will be accepted. Submission of a quote(s) through the SAM system is not permitted. All quotes shall be directed to the Contracting Office by email, citing the following subject line: "H9224025QE032_OFFEROR NAME”. Electronic quotes/proposals shall contain separate files for each volume and shall be labeled as follows “H9224025QE032_OFFEROR NAME_VOL X”. Individual emails shall not exceed 10MB.
Offerors are notified that Terms and conditions, including selection and award information, are contained within the solicitation documents and attachments hereto.
Parties interested in submitting a quote/proposal are highly encouraged to review all solicitation documents and attachments in its entirety to ensure compliant quote/proposal submittal per ‘Instruction, Conditions, & Notices to Offerors or Quotes FAR 52.212-1 Addendum’.
Evaluation criteria is provided in the solicitation document in accordance with FAR 52.212-2 Evaluation—Commercial Products and Commercial Services.
This combined synopsis/solicitation shall not be construed as a contract, a commitment to contract, or a commitment by the Government incurring an obligation of any kind.
