Marine Facilities Planning Software

Oregon State University intends to contract for the provision of Marine Facilities Planning (MFP) software, a comprehensive vessel scheduling, management, and tracking system from Mass Software Engineering B.V. as a sole source because of its ability to meet compatibility requirements of existing systems currently in place. OSU operates research vessels that are scheduled through the University National Oceanic Laboratory System (UNOLS) who currently uses MFP. As such, OSU to standardized process across all vessels is looking to implement the same software for consistency and compatibility reasons. An entity may appeal this determination in accordance with OSU Standard 03-010. Section 5.17 no later than the closing date indicated on the website. Appeals must be submitted to Procurement, Contracts and Materials Management at procurement@oregonstate.edu by December 29, 2025 at 5pm PT.
