Marine Corps Installations East- Portable Toilets and Handwashing Station Rentals

MCIEAST-MCB Camp Lejeune Contracting Department seeks qualified vendors for non-personal support services to provide portable toilet and handwashing station rentals for tenant commands within a 60-mile radius of MCB Camp Lejeune, NC 28547 which includes Marine Corps Air Station Cherry Point and the greater Sandy Run area. This is a Request for Information (RFI)/Sources Sought only. There is no solicitation available at this time. The RFI is issued for the sole purpose of conducting market research in accordance with FAR part 10. The intended contract, if one materializes, will be a firm-fixed price single award indefinite-delivery/indefinite quantities (IDIQ). The intended contract’s period of performance shall be for one (1) 12-month base period and four (4) 12-month option periods. The submission of information is for planning purposes only and is not to be construed as a commitment by the Government to procure any items or services. A draft Performance Work Statement is attached.

Vendors should be prepared to create a FEDMALL storefront via https://piee.eb.mil/. Detailed instructions will be provided at a later date.

The information will not be returned, and no compensation will be provided from any response to this notice. Proprietary information and trade secrets, if any, must be clearly marked. All information received that is marked “Proprietary” will be handled accordingly.

The applicable North American Industry Classification System (NAICS) code is 562991- Septic Tank and Related Services.

Interested concerns, large and small, should indicate interest and capability to provide tasks identified above to the Contract Specialist (email below) in writing as early as possible, but no later than 4:00PM EST, 3 January 2025.

Potential vendors must have an active registration in System for Award Management (SAM) in order to be eligible for award as well as have NAICS 562991 identified in their SAM profile.

Interested firms are requested to respond to this notice and include the following in their response:

1. Firm’s information to include name of representative, address, phone number, and CAGE Code.


2. Interest in nature of participation (e.g., prime contractor, teaming partner, primary subcontractor)


3. Business Size (e.g., Small Business, HUBZone, SDVOSB, WOSB, SDB, Large Business)


4. Is it feasible for one company to support up to 440 portable toilets per month?


5. What is the industry standard ratio of people to portable toilets and hand washing stations?


6. Are any elements of the Draft PWS unreasonable or unclear?


7. Any common industry practices, regulations, or other pertinent information/suggestions as it pertains to the requirement.
