Naval Sea Systems Command (NAVSEA), Norfolk Naval Shipyard (NNSY) intends to award a Firm Fixed Price (FFP) Award Contract with two option years as necessary to provide Norfolk Naval Shipyard (NNSY) in Portsmouth, VA, with Certified Marine Chemist Services. The Certified Marine Chemist Services will serve as a back-up for the in-house Gas Free Engineer (GFE).



NNSY seeks services from a contractor to provide Certified Marine Chemist Services for approximately 40 jobs throughout the year for all ships and submarines undergoing maintenance work. The Contractor shall perform inspections for the purpose of Marine Chemist certification or re-certification (whenever conditions change that affect the initial certification). A job includes the service of performing and inspection of confined spaces or piping for the purpose of certifying the area or component as safe for performing subsequent work operations. The services shall include performing an inspection of tanks or piping for the purpose of certifying the area is safe to perform subsequent work operations. Services would be sought on an as-needed basis, and payment provided on a per-job basis.



This will be a 100% Small Business Set-Aside award. The NAICS Code for this item is 541990, and the size standard is $19.5 million. This posting is for a synopsis/pre-solicitation. The official solicitation for this service will be posted on or about February 15, 2025. The reference number for the solicitation will be N4215825QE014 on www.SAM.gov. The anticipated period of performance for this award would be October 1, 2025, with two option year periods.
