NOTICE OF INVITATION TO BID

ITB 26-03 REHABILITATION OF MARINA DOCKS G AND B

The City of Fernandina Beach, Florida is accepting competitive sealed bids for REHABILITATION OF MARINA DOCKS G AND B, at the City of Fernandina Beach Marina, located at 3 South Front Street in Fernandina Beach, Florida.

The City will receive sealed submittals through www.Demandstar.com not later than 2:00PM, January 7, 2026.  All submittals must be uploaded to https://demandstar.com  E-bidding System prior to 2:00 PM Eastern Time on January 7, 2025, for timely receipt of submittal.  The submittal opening will be held via Zoom (info below).

A Mandatory Pre-bid meeting will be held at 9:00am (EST), December 17, 2025, at the City of Fernandina Beach Marina, 3 South Front Street, Fernandina Beach, FL  32034.  Submittals will not be considered from any firm that is not represented at the Mandatory Pre-bid meeting.  Any bidder who arrives after the meeting has concluded will not be considered.

ITB documents can be found on the City of Fernandina Beach website, Bids/ Purchasing/Fernandina Beach, FL - Official Website.

As of June 1, 2025, The City of Fernandina Beach will be using the DemandStar E-bidding system for the notification and distribution of the City’s ITB, RFP and RFQ documents.  Vendors should submit responses through the DemandStar website at www.demandstar.com.  The City asks that all vendors register with DemandStar for notification of open ITBs, RFPs and RFQs. To register, please go to www.demandstar.com/registration . On the registration form, enter the required information and be sure to select the City of Fernandina Beach as your Free Agency Registration.

INTRODUCTION
The City of Fernandina Beach, Florida is accepting competitive sealed bids from
qualified Marina Dock Contractors for the REHABILITATION OF MARINA DOCKS G
AND B, at the City of Fernandina Beach Marina, located at 3 South Front Street in
Fernandina Beach, Florida.
The City of Fernandina Beach will receive sealed submittals through
www.demandstar.com. Submittals must be uploaded to Demandstar.com E-bidding
System prior to 2:00PM(EST), January 7, 2026.
A Mandatory Pre-bid meeting will be held at 9:00am (EST), December 17, 2025, at
the City of Fernandina Beach Marina, 3 South Front Street, Fernandina Beach, FL
32034. Submittals will not be considered from any firm that is not represented at
the Mandatory Pre-bid meeting. Any bidder who arrives after the meeting has
concluded will not be considered.
It shall be the sole responsibility of the Bidder to have its Bid submitted through the
DemandStar website (www.demandstar.com) not later than the above date and time.
Facsimile, paper or telegraphic submittals will not be accepted. Delay in delivery shall
be the sole responsibility of the Bidder. Submittals received after the deadline will not
be considered. Award of the Bid is subject to authorization and appropriation of funds in
the fiscal year 2025-2026 budget.
SUBMITTERS ARE REFERRED TO THE ATTACHED GENERAL CONDITIONS FOR
OTHER IMPORTANT INFORMATION REGARDING THE INVITATION TO BID
PROCESS, REQUIREMENTS AND EXHIBITS.
The bid shall be submitted on the specified Contact Sheet, hereto attached as “Exhibit
A” and Bid Pricing Form, hereto attached as “Exhibit A-1”. The person signing the
Bid Response Form shall have the authority to bind the submitter to the Bid. All
information on the Bid form shall be provided, or the Bid may not be accepted.
The competitive sealed Bid shall be accompanied by a “Public Entity Crimes”, herein
provided as “Exhibit B”, “Drug-Free Workplace Certification” herein provides as
“Exhibit C”, E-Verify Statementherein provided as “Exhibit D”, “Proposer
Acknowledgements and Agreements”, herein provided as “Exhibit E”, “Conflict of
Interest”, herein provided as, “Exhibit F”, “Non-Collusion Affidavit”, herein provided
as “Exhibit G” and “Dispute Disclosure”, herein provided as “Exhibit H”.
CONTRACTOR SHALL SIGN AND INCLUDE EXHIBITS “A-H”. Failure to do so may
result in rejection of the bid submittal.
An example of the City of Fernandina Beach construction contract is included as
a separate document.
In accordance with Item 16, General Terms and Conditions, please provide proof
the Contractor is not listed in the Excluded Parties List System, a federal

In accordance with Item 16, General Terms and Conditions, please provide proof the
Contractor is not listed in the Excluded Parties List System, a federal suspension
and debarment listing.
SCOPE OF WORK
The Fernandina Harbor Marina is a full-service marina located in the historic waterfront
district of Fernandina Beach on Amelia Island, Florida, right at the northern end of the
Florida Intracoastal Waterway (ICW Mile Marker 716). The address of the Marina is 3 South
Front St. The Fernandina Harbor Marina is replacing key structural dock components
located on two main docks within the Marina footprint.
The Contractor will provide all tools, materials, labor, supervision, and equipment for the
project including, but not limited to, mobilization/demobilization, project set-up, safety
equipment installation, permitting, waste material disposal, and clean-up. The Contractor
is responsible for all measurements for the rehabilitation of the dock(s).
Rehabilitation of Dock G
Dock G is approximately 365’ long and is a combination of two dock systems (Bellingham
and American Docks) that have been joined together. This dock is located at the
southeastern area of Fernandina Harbor Marina. All work will consist of the following work
and specifications:
Dock G South end (approx. 245’ long, consisting of 7’ x12’ sections; Bellingham Docks
& concrete piles)
1. Replace all dock pile guides to accommodate the existing 18” pilings
2. Replace all whaler boards with marine grade equivalent
3. Replace all rubber rub-rail with marine grade equivalent
4. Replace all section thru-rods with marine grade equivalent
5. Replace cleat bolt hardware with marine grade galvanized steel hardware
6. Repair floatation issues at the southernmost section(s)
7. Replace all utility strapping for existing water & power supply lines with marine grade
strapping
8. All labor work shall come with a 1-year labor warranty.
9. Costs shall include permitting, mobilization, project set-up, safety equipment, waste
disposal, and clean-up.
Dock G - Landing & North End (approx. 110’ long, consisting of a 23’ x 12’ landing, 6’ x 8’
sections of American Docks and concrete piles.)
1. Replace all dock pile guides to accommodate the existing 18” pilings
2. Replace all whaler boards with marine grade equivalent
3. Replace all rubber rub-rail with marine grade equivalent
4. Replace all section thru-rods with marine grade equivalent
5. Replace cleat bolt hardware with marine grade galvanized steel hardware
6. Replace all utility strapping for existing water & power supply lines with marine grade
strapping

7. The mounting point at the top of the gangway needs to be re-secured to reduce
tripping hazards.
8. All labor work shall come with a 1-year warranty.
9. Costs shall include permitting, mobilization, project set-up, safety equipment, waste
disposal, and clean-up.

ON THE EAST SIDE OF THE DOCK.
Bid Additive - Rehabilitation of Dock B
Dock B is approximately 205’ long and is located at the northern area of Fernandina
Harbor Marina. All work will consist of the following work and specifications:
1. Fabricate and replace all pile guides to accommodate existing 18” concrete piles
2. Replace all whaler boards with marine grade equivalent
3. Replace all rubber rub-rail with marine grade equivalent
4. Replace all section thru-rods with marine grade equivalent
5. Replace cleat bolt hardware with marine grade galvanized steel hardware
6. Replace all utility strapping for existing water & power supply lines with marine
grade strapping
7. Replace all existing fire extinguisher cabinets with marine grade equivalent
8. All labor work shall come with a 1-year warranty.
9. Costs shall include permitting, mobilization, project set-up, safety equipment, waste
disposal, and clean-up.

SAFETY
The Contractor shall provide all necessary barricades and signage and take necessary
precautions to protect buildings, general public and Contractor personnel. The Contractor
shall at all times guard against damage or loss of City property or the general public and
shall be held responsible for replacing or repairing any loss or damage to the satisfaction
of The City of Fernandina Beach.
Any exclusions regarding the installation proposed by the bidder must be expressly
stipulated in the bid submittal.
The City shall be the judge of its own best interests, the bids, and the resulting Contract.
An award may be made to the most responsive and responsible submittal determined to
be the most advantageous to the City.
GENERAL CONSTRUCTION GUIDELINES
1. The contractor shall be required to coordinate his work schedule with the City’s
representatives during the course of the project.
2. The City does not commit to furnishing full-time inspection or testing of the work
in progress or at material sources. Lack of inspection and/or testing by the City
will in no way relieve the Contractor of his responsibility to provide quality
workmanship in accordance with the Contract Documents.
