Pre-solicitation Notice Synopsis – Manufacturing and Services Acquisition (MASA)
The Naval Surface Warfare Center Indian Head Division (NSWC IHD) is seeking sources to provide assistance in support of a wide variety of military projects that require build-to-print fabrication of products via processes utilized by machine shops. This will be a multiple award contract with five individual task areas:
1. Task 1: Production Hardware: The Contractor shall provide the manufacturing, assembly and testing of products that will be delivered to the fleet.
2. Task 2: Research and Development Hardware: The Contractor shall provide the manufacturing, assembly and testing of products that will be used in a research and development setting.
3. Task 3: Plating: The Contractor shall provide plating and strip & replate of parts as part of this or other contracts. This technical area is considered a service as the Contractor will provide plating and chemical conversion coating services to manufactured parts.
4. Task 4: Electronics Assembly: The Contractor shall provide the manufacturing of multilayer printed circuit boards (PCB's), and population of the same with electronic components.
5. Task 5: Advanced Machining: The Contractor shall provide parts created with advanced machining methods. This task area is intended to capture those tasks and jobs that require a more advanced set of technical capabilities.
Award is expected to be made in the 3rd Quarter of FY26. This will be a competitive procurement, with NAICS Code: 332710 and PSC Code: 1377. The proposed contract action will be a Firm-Fixed Price (FFP) Indefinite-Delivery-Indefinite Quantity (IDIQ) supply type contract to be awarded for each specific task area. The method of Source Selection will be based on “best value”. Interested persons may identify their interest by providing a capabilities statement in response to this notice.
This synopsis is not a request for competitive proposals. The Request for Proposals (RFP) will be posted on the System for Award Management (SAM) database via the website https://sam.gov/content/home with a projected release of FY25 Quarter 4. THIS SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. Paper copies of the solicitation and amendment(s) will not be provided.
Offeror(s) are required to complete their registration in the System for Award Management (SAM) database via the website https://sam.gov/content/home. Failure to register in SAM makes an offeror ineligible for award of DoD contracts.
All interested sources shall provide the organization name, address, point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, DUNS number, and CAGE Code. In addition, all interested sources shall provide a summary of their company’s capabilities.
