I. Project Description and Scope
The Town of Mansfield is soliciting work for the acoustical performance of the existing cafeteria located
inside Mansfield Elementary School, situated at 134 Warrenville Road, Mansfield Center, Connecticut
06250. The selected Contractor shall deliver comprehensive services, inclusive of all labor, equipment,
and materials necessary to execute the tasks outlined in the Plans and Specifications titled "Café
Acoustics - Mansfield Elementary School," prepared by Richard Turlington Architects, Inc., dated
9/16/2025 and any addenda or supplemental design documents. Specific services and performance
criteria encompass, but are not limited to, the following:
i. All work necessary to improve the Acoustical Performance of the Cafeteria space by
introducing absorptive material:
- (41) 2'3"X16'x2” Baffles @ 2.5' O.C. hung from existing Glulam Beams via
Unistrut. Provide Seismic Bracing Cables on both directions.
- Remove and replace Upper and Lower Acoustic Wall Panels, per elevations On
Sheet A202. Existing diffuser to remain.
- All product coordination, connections, components and manufacturers
requirements for a complete installation
ii. In addition to the requirements outlined in the other contract documents, the following
clarifications/stipulations are imposed as part of this request for bids:
- Proposed acoustic panel/baffle materials are intended to be a basis of design.
Contractor to follow substitution procedures and submit documentation for
consideration as part of their bid submission. However, all acoustic panels/baffles
are to be manufactured/available within the United States.
- Note that there are 41 panels depicted. Notes in certain areas of the drawings
outline 40 baffles. 41 shall be provided as shown.
The Contractor shall submit pricing on a Fixed basis as stipulated in the Contract’s payment terms and
conditions. The attached pricing form (Exhibit A). The breakdown below is not intended to be an
exhaustive list of all work contractually required per the Contract and the Plans and Specifications. The
scope includes, but is not limited to:
i. Preparation of Contractor’s Construction Schedule.
ii. All Contractor General Conditions, submittals for Acoustical materials, samples, and
mockups per the Contract and Plans and Specifications.
iii. Temporary protection as necessary to maintain safety protocols.
iv. Protection for existing finishes in the School Cafeteria and adjacent areas from dust,
debris, and damage during work.
v. Provide all Unistrut Metal Framing material, fittings and related accessories (Strut
System) as indicated on the Contract Drawings.
vi. Provide all labor, supervision, engineering, and fabrication required for installation of all
components, including the Strut System in accordance with the Contract, Drawings and
as specified herein.
vii. Related work specified elsewhere.
viii. Third-party testing/reports from a qualified agency as required by the Plans and
Specifications.
ix. Demolition, Salvaging demolition waste for reuse in work, and Installation as per the
Contract and Plans and Specifications.
x. Disposal of all debris in contractor-provided receptacles and conducting daily cleanup
including daily removal or covering/securing receptacles. Provide wall/floor/finishes
protection to prevent damage to existing materials and systems. Provide dust protection
to prevent dust from migrating past construction work area within the double-height
cafeteria space with adjacent hallways, balconies, stairs, and kitchen areas. Contractor
will be responsible for cleaning all areas, including those adjacent to the work site which
have been impacted by work activities.
xi. Final cleaning, punch lists, and project closeout, including turnover requirements per the
Contract and Plans and Specifications.
xii. Coordination with Town Officials and Representatives, the School, Town Facilities, the
Building/Fire Marshal, and other town departments. The town will pay for the cost of the
building permit and state education fee, but the contractor shall include obtaining the
permit as well as any inspections or closeout as part of base scope.
xiii. The work will be conducted in an occupied school building. Although the work schedule
will be conducted in the summer after the school year, there will still be summer
programming ongoing in portions of the building. As such, any contractor personnel on
site will need to be able to work within a school setting occupied by children. The district
uses a Raptor station which the contractor’s workforce will need to be processed through
via their identification and pass the limited background check in order to be allowed on
site.
xiv. The anticipated schedule was developed to help mitigate interference with the resumption
of regular school activities and preparation in advance of the new school year in
August/September 2026. Any contractor-driven delays beyond the contract schedule will
be subject to damages. The contractor shall make regular updates to the Town and
immediately advise of any potential/actual delays and work to mitigate any delays.
xv. This project is a publicly-funded project through a municipality with an estimated value
over $100,000.00. Accordingly, contractors shall provide 100% Payment and
Performance bonds with their bids, and all labor shall be subject to prevailing wages.
Payment and Performance Bonds shall be in the form of AIA A312. Contractors shall
include the cost of these items, including obtaining and transmitting prevailing wage
certificates with pay applications, to the Owner. Bond Surety companies shall be written
by a company acceptable to the Town and licensed to do business in the state of
Connecticut and listed on the Federal Treasury Index list.
xvi. Bidders shall supply a bid bond in the amount of 5% of the bid made out in favor of the
Town of Mansfield. The Bid Bond must be in the form of a certified check, or executed by
a surety company which can comply with the requirements for writing the Performance
Bond.
xvii. The project is tax exempt.
xviii. This project does not utilize state funds nor is it anticipated to exceed $1,000,000.00 in
value. Accordingly, the provisions of CHRO and DAS Prequalification shall not apply.
Along with the bid form, documents have been provided in the attached Exhibits. These documents
shall be reviewed by all prospective bidders and shall be considered part of their overall proposal and
the Contract.

III. Qualifications and Proposal
Companies, firms, individuals, and other respondents to this request shall be appropriately licensed
contractors in the State of Connecticut. Provide copies of your current State of CT Licenses. Contractors
shall provide a completed W9, Vendor Remittance Form (Exhibit D) and a certificate of liability insurance
with their bid. (see Exhibit C for the required insurance thresholds)
The bids must utilize the provided Bid Form (Exhibit A). The fee(s) shall be provided as outlined in the
Contract and shall exclude federal, state, and local taxes.
IV. Standard Contract Terms
Refer to the “Town” Contract (Exhibit E) for the complete Contract Terms, Conditions, and Provisions. The
following provisions will be mandatory terms of the Town’s Contract with the chosen Firm. If you are
unwilling or unable to meet, or seek to clarify or modify, any of these Contract Terms, you must disclose
that inability, unwillingness, clarification and/or modification in writing with your proposal:
a. DEFENSE, HOLD HARMLESS AND INDEMNIFICATION
The chosen Firm agrees, to the fullest extent permitted by law, to defend, indemnify, and hold harmless
the Town, its employees, officers, officials, agents, volunteers and independent contractors, including any
of the foregoing sued as individuals (collectively, the “Town Indemnified Parties”), from and against all
proceedings, suits, actions, claims, damages, injuries, awards, judgments, losses or expenses, including
attorney’s fees, arising out of or relating, directly or indirectly, to the chosen Firm’s malfeasance,
misconduct, negligence or failure to meet its obligations under the RFP or the Contract. The chosen
Firm’s obligations under this section shall not be limited in any way by any limitation on the amount or type
of the chosen Firm’s insurance.
The chosen Firm shall also be required to pay any and all attorney’s fees incurred by the Town in enforcing
any of the chosen Firm’s obligations under this section. The chosen Firm’s obligations under this section
shall survive the termination or expiration of the Contract.
As a municipal agency of the State of Connecticut, the Town will NOT defend, indemnify, or hold harmless
the chosen Firm.
b. ADVERTISING
The chosen Firm shall not name the Town in its advertising, news releases, or promotional efforts without
the Town’s prior written approval.
If it chooses, the chosen Firm may list the Town in a Statement of References or similar document required
as part of its response to a public procurement. The Town’s permission to the chosen Firm to do so is not
a statement about the quality of the chosen Firm’s work or the Town’s endorsement of the chosen Firm.
c. W-9 FORM
The chosen Firm must provide the Town with a completed W-9 form before Contract execution.
d. PAYMENT TERMS
Payment terms and billing procedures will follow those outlined in the Contract. Payment shall be made
only after the Client Agency receives and accepts the Goods or Services and after it receives a properly
completed invoice. Payment for all accepted Goods or Services shall be due within forty-five (45) days
after acceptance, or twenty-five (25) days if the Contractor is a certified small contractor or minority
business enterprise as defined in Conn. Gen. Stat. § 4a-60g.
V. References
Each respondent shall provide a minimum of three references for projects similar in scope to this project
working in occupied buildings. Reference listing shall include the name, title, valid telephone number and
email address for each reference. Failure to provide a minimum of three references may result in
rejection of the proposal.
VI. Submission of Proposals
Responses can be submitted at the following link: mansfieldct.bonfirehub.com under the bid title
“MANSFIELD ELEMENTARY SCHOOL CAFETERIA ACOUSTIC IMPROVEMENTS”. Bidders will be
required to create a Bonfire profile before submitting their bid. Step-by-step instructions on how to
register as a vendor are available on the Bonfire website written above. Please upload one (1) copy of
all required bid documentation. Qualifications and proposals will be accepted until proposal submission
deadline. Proposals received after that time will not be considered.
The Instructions to Bidders, Form of Bid, Scope of Services, and other contract documents may be
examined and downloaded from the “Your Government” “RFB, and Bid Postings” section of the Town of
Mansfield website www.mansfieldct.gov/ Copies of the RFB are available online at the Town of
Mansfield website at http://www.mansfieldct.gov/bids.aspx
The Town will receive sealed bids from qualified Contractors to provide Construction Services for
Mansfield Elementary School Cafeteria. All bids MUST be submitted on the mansfieldct.bonfirehub.com
site. At that time proposals will be opened and read aloud at the Town hall – location to be determined.
An authorized person representing the legal entity of the respondent must sign the response.
VII. Termination or Amendment
The Town reserves the rights to amend or terminate this RFB, to reject any or all respondents, to request
additional information, to waive any informalities or non-material deficiencies in a response, and to take
any and all other action that, in the Town’s sole judgment, will be in its best interests. The Town reserves
the right to ask any respondent to clarify its response or to submit additional information that the Town in
its sole discretion deems desirable.
In addition, the Town may, before or after statement opening and in its sole discretion, clarify, modify,
amend, or terminate this request if the Town determines it is in the Town’s best interest. Any addenda
will be sent posted on the Town web site and all respondents are required to check for any and all
addenda.
