SECTION I – ADMINISTRATIVE INFORMATION
1.0 Purpose
The New York State Department of Economic Development (hereafter referred to as NYSDED,
DED, or the Department) is designated as a Registered Basic State Agency (RBSA) which allows
DED to administer Federal Appalachian Regional Commission (ARC) grants. DED will administer
these grants in accordance with the provision of a memorandum of understanding (MOU) with
ARC. DED is seeking the services of a qualified organization (referred to herein as the
Contractor) to provide basic agency staff support for these federally funded construction
projects. This support includes but is not limited to making sure grantee follows federal
statutes/requirements as well as environmental requirements pursuant to the terms of the ARC
MOU and DED’s implementing agreement. The contractor will also assist DED and the grantee
with all necessary reports, audits, and projects to ensure successful completion of ARC projects.
For a more comprehensive list of requirements, please refer to Section II 2.1 Scope of Services
in this RFP.
1.1 Inquiries
All questions must be submitted in writing via email to rfpfaq@esd.ny.gov with “Management
of Appalachian Regional Commission Grants” in the subject line. Please do not contact the
Department by telephone. Questions must be received by the Department no later than June
10, 2025; 5:00 PM U.S. Eastern Standard Time (EST). All inquiries must cite the particular RFP
section in the questions. Answers to all questions of a substantive nature will be provided to all
known recipients of the RFP.

Standard Time, on July 11, 2025. Zip files cannot be accepted.
** It is the responsibility of each individual or firm to ensure timely submission of its proposal.
Proposals received after the scheduled date and time cannot be accepted.

1.4 Designated Contacts
For the purpose of the Procurement Lobbying requirements of this RFP (see section 3.8 and
Appendix F), the Department’s designated contact shall be Jamie Moore and employees
designated by the Department as part of the Department’s Contract Management Unit and all
staff designated by the Department to have responsibilities and duties in the Department’s

IMPORTANT NOTICE: A restricted period under the Procurement Lobbying Law is currently in
effect for this Procurement and it will remain in effect until approval of the contract. Bidders
are prohibited from contact related to this procurement with any New York State employee

SECTION II – PROGRAM BACKGROUND AND SCOPE OF SERVICES
2.0 Background
The Department is seeking a qualified Contractor to provide ARC Grant management services
for federally funded construction projects. Although DED anticipates approximately five to ten
projects throughout the duration of this contract, no projects are guaranteed.
2.1 Scope of Services
DED is accepting proposals for the services of a qualified organization (referred to herein as the
Contractor) to provide services, and otherwise do all things necessary for the performance of
works, as set forth below to administer ARC construction grants and to ensure compliance with
applicable laws, regulations, and guidelines.
Provide project management services for Federally funded construction projects.
Assist with development and maintenance of all necessary proposals.
Review applications, plans, specifications, bid requirements, labor requirements,
financial requirements, and reimbursements requests.
Conduct environmental reviews and close-out projects.
Monitor construction progress and grant expenditures.
Perform construction inspections as necessary, and at least one on-site inspection
during construction phase.
Prepare and submit progress reports and requests for reimbursement.
Provide technical assistance and ensure compliance with applicable rules and
regulations on necessary construction projects.
