The Judicial Council of California ("Judicial Council"), chaired by the Chief Justice of California, is the chief policy making agency of the California judicial system. The California Constitution directs the Judicial Council to improve the administration of justice by surveying judicial business, recommending improvements to the courts, and making recommendations annually to the Governor and the Legislature. The Judicial Council also adopts rules for court administration, practice, and procedure, and performs other functions prescribed by law.
The Information Technology Services Office is housed in the Judicial Council’s Judicial and Court Administrative Services Division and is responsible for assisting the courts in achieving the Judicial Council’s technology objectives. The office is directly responsible for the development, acquisition, implementation, and support of automated systems in the appellate courts and the Judicial Council.
The Judicial Council is currently in a contract with a web hosting company. This contract expires on December 22, 2025. The current platform hosts over 45 trial court websites, as well as other Judicial Council-managed websites such as Newsroom, Supreme Court, courts.ca.gov, Californian Courts of Appeal and the Self-Represented Litigants website. By the end of the year, the service provider will be expected to host two additional websites, Judicial Resources Network (JRN) and California Judicial Education and Research (CJER) on the platform, plus 5-10 additional projects that are currently under review.

Proposals must be received by the Judicial Council no later than 1:00 pm, Pacific Time, October 23, 2025.

The Judicial Council, as a public entity, prohibits direct contact with any Council personnel during the solicitation process in order to maintain fairness and equality to all proposers.
Proposers are specifically directed NOT to contact any judicial branch entity personnel or consultants for meetings, conferences, or discussions that are related to the solicitation at any time between release of the solicitation and any award and execution of a contract.
Unauthorized contact with any judicial branch entity personnel or consultants may be cause for rejection of the Proposer’s proposal.
