Presolicitation No. 70Z0G126BCGA00001 Major Repairs Quarters 4/5 at the U.S. Coast Guard Academy, New London, CT (New London County).
Contractor shall provide all equipment, materials, labor and supervision, necessary to completely gut the interior to framing, except for the existing hardwood floors, and rebuild the interior, repair and refinish hardwood floors at Quarters 5, 5 Seneca Drive, at the U.S. Coast Guard Academy. The project includes removal of all interior lead and asbestos containing materials, and selective exterior work as noted. The project also includes one option item.
1. Project work includes full abatement and disposal of interior lead and asbestos, and exterior asbestos caulking at windows, complete testing and documentation of a successful abatement. Replacing all the windows with low maintenance, high efficiency fiberglass windows, and impact glazing, remodeling all the bathrooms and kitchen, replacing selected HV AC and plumbing components, replacing the electrical system, replacing all of the plaster walls and wood trim, repairing and refinishing hardwood floors.
2. Option 1: Conduct same repairs but in Quarters 4 (adjacent duplex).
The estimated value of the procurement is between $1,000,000 and $5,000,000. A 20% bid guarantee is required. Performance and Payment bonds will be required. The applicable North American Industry Classification System (NAICS) code is 236118 – Residential Remodelers, with a small business size standard of $45.0 million. Solicitation packages will be available on or about 06 November 2025. The tentative date set for receipt of bids is 09 December 2025 at 2:00 p.m. Award is anticipated to be made late December 2025 or early January 2026. The performance period is estimated to be 120 calendar days from issuance of Notice to Proceed.
This acquisition is issued pursuant to FAR Part 14 Sealed Bidding and is 100% Set-Aside for Small Business concerns. All relevant solicitation documents, including specifications and drawings may be accessed for download beginning on the date of issue of the IFB at the following site: https://www.sam.gov. Vendors MUST be registered in the System for Award Management database through https://www.sam.gov in order to receive a federal government contract.
