Place of Performance:
The Veterans Health Administration, Network Contracting Office 02 intends to solicit from a single source IAW FAR 13.106(b) to obtain Service and Maintenance on their Siemens YSIO MAX and AGILE MAX medical equipment, that is currently in place and in active use at the Buffalo VAMC and manufactured by Siemens. The OEM, Siemens, requires a Drum Detector Stand (Tube Crane Drum) to be replaced every 8 years as part of preventive maintenance for the YSIO MAX and Agile Max.
Period of Performance (POP) (estimated): 11/5/2025 through 12/31/2025 with potential for (0) option years (single-time maintenance). All work to be completed NLT 30 days of receiving an awarded contract.
Requirement Description: Siemens is the OEM Manufacturer of the YSIO MAX and Agile Max . During a recent inspection it was found that the system is due to have a Drum Detector Stand (Tube Crane Drum) replaced both units in the facility. The need to keep this equipment properly functioning is based on patient care as this equipment is vital for the healthcare of such patients and must be maintained regularly to prevent system down time. Given the urgent nature of the maintenance needed and given that Siemens has expressed that they do not have third party trained service reps only those that work actively for Siemens can perform this upgrade to avoid any potential warranty issues. It is thus the decision of the CO after performing through market research and finding no firms available to perform this work other than the OEM and provided the OEM can provide a fair and reasonable cost quote is to award the work to Siemens Health Care. This will cause far less potential down time or damage to the equipment. They are also knowledgeable of the machine s specific tolerances, calibrations and pressures.

The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses from responsible sources will be considered. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award.
Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE YSIO MAX and Agile Max in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist, Jason M. Rundle at jason.rundle@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
