TURF MAINTENANCE, LITTER AND DEBRIS COLLECTION, WEED CONTROL AND FALL LEAF
COLLECTION AND DISPOSAL RE BID
TOWNSHIP OF WEST ORANGE, ESSEX COUNTY, NEW JERSEY
Notice is hereby given that sealed bids will be received, opened and read in public by a Township
Committee in the Council Chambers of the Municipal Building, 66 Main Street, West Orange, New Jersey
on Wednesday, April 23, 2025 at 11:00 A.M. Local Prevailing time for the Maintenance of Various
Township Owned Parcels, Including Turf Maintenance, Litter and Debris Collection, Weed Control and
Fall Leaf Collection and Disposal in the Township of West Orange, County of Essex, New Jersey.
The work specified in this contract is for the period June 1, 2025 through November 30, 2025 with
Alternate Bids for the periods April 1, 2026 through November 30, 2026 and April 1, 2027 through
November 30, 2027. Sealed proposals will also be accepted by certified mail if they are addressed to the
Purchasing Agent of the Township of West Orange, 66 Main Street, West Orange, New Jersey 07052 and
clearly indicate that a bid is enclosed for this particular project, the time and date of receipt of bids, and
bear the name and address of the party submitting the proposals. All proposals submitted by mail must
be received by Wednesday, April 23, 2025 at 11:00 A.M. Specifications and forms of bids for the
proposed work, prepared by the Township of West Orange have been filed in the office of said
Purchasing Agent at 66 Main Street, West Orange, New Jersey and may be inspected by prospective
bidders during business hours of 8:30 A.M. to 4:30 P.M. Bidders will be furnished with a copy of the
specifications by the Purchasing Agent at 66 Main Street, Room 111, West Orange, New Jersey 07052.
A Non-mandatory Pre-Bid meetings will be held on Wednesday, April 09, 2025 at 10:00 A.M. prevailing
time at the West Orange Township at the Toby Katz Community Center, Alisa Drive, West Orange, NJ
07052 to answer questions raised by the bidders. The meeting will be followed by site visits if
requested.
Bids must be enclosed in sealed envelopes, bearing the name and address of the bidder, the name of
the job, the time and date designated for the receipt of bids, addressed to the Purchasing Agent of the
Township of West Orange, and must be accompanied by a Non-Collusion Affidavit and a Certified Check
or Bid Bond for not less than ten percent (10%) of the amount bid, provided said check need not be
more than $20,000.00 nor shall be less than $500.00 and delivered at the place on the hour named
above. The Standard Proposal Form and Non-Collusion Affidavit are attached to the Specifications.
The owner reserves the right to waive any formalities and to reject any or all bids. No bidder may
withdraw his bid within 60 days after the actual date of the opening thereof. The Township of West
Orange reserves the right to reject any or all Bids, or to waive any Bid defect where such defect does not
affect the fairness of bidding process and it is in the best interest of the Township of West Orange.
Contractors and Sub-Contractors are required to be registered by the New Jersey Department of Labor
at the time Bids will be received by the Project Owner pursuant to the Public Works Contractor
Registration Act (P.L. 2003, c. 91, N.J.S.A. 34:11-56.51. Effective September 1, 2004, Contractors and
Sub-Contractors are also required to be registered by the New Jersey Department of Treasury, Division
of Revenue at the time Bids will be received by the Project owner pursuant to the Business Registration
Act (P.L. 2004, c. 57, N.J. S.A. 52:32-44). The contractor and their sub-contractor shall provide the above
certifications with the bid being submitted. Bidders are required to comply with the requirements of P.L.
1975, C. 127, and N.J. A.C 17:27 & N.J.S.A. 10:5-41 et seq. (Affirmative Action), of P.L. 1963, 150
(Prevailing Wages), and P.L. 1977, C.33 (Disclosures Statement).
