NOTICE TO BIDDERS
A NOTICE IS HEREBY GIVEN that sealed Bid will be received by the CITY QUALIFIED PURCHASING AGENT for the CITY OF ENGLEWOOD, County of Bergen, State of New Jersey on OCTOBER 25, 2024 at 10:00 AM prevailing time and conducted on electronic platform, in accord with N.J.A.C. 5:34-1 et. Seq., on BIDNET at

at which time and place the Bid Packets will be publicly unsealed and its contents announced in public for BID #24-31 the EMERGENCY REPAIRS MACKAY PARK - PHELPS GATEHOUSE, PROJECT NUMBER 112449
NOTE: It is the bidder’s responsibility to ensure that the bid package is uploaded onto the e-procurement site by the bid opening date and time. Any bid document received after the deadline established by the Department of Purchasing will not be accepted, regardless of the method of delivery.
The scope of Work contemplated for the above named Project includes the following. At porte cochere - temporary shoring and template preparation, selective demolition of damaged stone and brick masonry, repair of framing members, rebuilding of stone and brick masonry porte cochere including replacement of brick and resetting of stone arch voussoirs and quoins, and grouting and pointing all new/restored masonry. At front porch - repair damaged sections of porch columns, framing, skirt boards, and flooring caused by a car. Surface preparation, spot priming of existing or full priming of new wood, and 2-coat finish paint all areas of repair at painted wooded surfaces. Miscellaneous repairs in the basement, as well as all other work of any type or description necessary for contemplation of the Project, whether or not specifically described in these Contract Documents. All Work on this Contract shall be completed within 120 Calendar Days from Notice to Proceed.

A pre-bid conference would be held at the Englewood Gatehouse on October 18, 2024 at 11:00AM.
The provided Bid Packet must be completed and submitted in accordance with N.J.A.C. 5:34-1 et. Seq., on BIDNET. Also, Bid Packets must be accompanied by a Statement of Consent of Surety from a surety company holding a Certificate of Authorization to do business in the State of New Jersey and either a Bid Bond or a Certified Check drawn to the order of “CITY OF ENGLEWOOD” for not less than ten percent (10%) of the total bid price amount, except that the check shall not exceed $20,000.00. The successful Bidder is hereby notified that a Performance and Payment Bonds for the full amount of this Project is required.
The award of the Contract for this Project will not be made until the necessary funds have been provided by CITY OF ENGLEWOOD in a lawful manner. Please be advised that this Project is being funded through CITY OF ENGLEWOOD. By virtue of Executive Order #34 (1976), vendors currently suspended, debarred or disqualified are excluded from participating on this Project.
The successful Bidder shall be required to comply with the applicable statutory requirements of the Contract Documents and Plans which include all of the following: (i) N.J.A.C. 17:27; (ii) N.J.S.A. 10:5-31 et seq.; (iii) Business Registrations(N.J.S.A. 52:32-44); (iv) Prevailing Wage Act(N.J.S.A. 34:11-56.25, et seq.); (v) Public Work Contractor Registration(N.J.S.A. 34:11-56.48); and (vi) Affirmative Action Requirements (N.J.S.A. 10:5-1, et seq.); and any other legal requirements applicable to this Project.
CITY OF ENGLEWOOD intends to award this Project to the lowest Bidder whose Bid Packet is responsive and complies with its requirements for the Project, provided that in the judgment of CITY OF ENGLEWOOD is reasonable, within available funds and in the interest of CITY OF ENGLEWOOD. CITY OF ENGLEWOOD reserves the right to reject any and all Bid Packets to the extent permitted by law. An award will be made or Bid Packets will be rejected within sixty (60) Calendar Days after the opening of the Bid Packets, during which time the Bid Packets shall be irrevocable and unavailable to withdraw by Bidders, unless otherwise extended in the Contract Documents.
