The Department of the Navy, Norfolk Naval Shipyard (NNSY), is conducting market research to identify potential sources capable of providing industrial equipment rental/lease services in support of multiple Naval Shipyards. This is a Sources Sought Notice only and not a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ). No contract will be awarded from this announcement.
Background and Intent
The Government anticipates establishing a Multiple Award Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract to streamline the acquisition process for recurring industrial equipment needs. The draft Statement of Work (SOW) and preliminary equipment specifications are attached to this notice.
The primary objectives of this acquisition strategy are:
- To reduce procurement lead time from requirement identification to delivery of equipment.
- To establish IDIQ-level pricing for as many defined equipment categories as practicable, while recognizing some items may require order-level pricing for items not yet identified.
- To provide maximum flexibility for supporting multiple shipyards across zones, while ensuring competition at the task order level.

The prospective IDIQ will support requirements at Norfolk Naval Shipyard
Equipment Categories
The draft SOW covers a broad range of leased/rented equipment, which may include but is not limited to:
- Air Compressors
- Air Dryers
- Dust Collectors
- HAZMAT Enclosures
- Refrigerated Boxes
- Tanks
- Vacuums
The Government is seeking input on whether industry would bid across all categories or only selected categories, and whether coverage would extend to only our select zone.
Request for Information
Interested firms are invited to review the attached draft SOW and specifications and provide responses via the official Microsoft Forms questionnaire. Responses should address:
- Company information and business size status
- Relevant experience and capabilities
- Feedback on draft technical specifications and SOW
- Views on the proposed IDIQ strategy and pricing model
- Interest in competing for all vs. selected equipment categories
- Interest in supporting all vs. selected zones
- Recommended commercial pricing practices and feedback on feasibility of IDIQ-level pricing
