Summary Scope of Work
– The
Airport parking shuttle service shall provide no-charge transportation to Airport patrons and their luggage between the Airport Terminal Building, public parking facilities, employee parking lots, the BWI Rail Station Parking Facility and other Airport facilities designated or constructed during the term of the Contract or as directed by the Administration. In addition, during emergencies, Contractor may be required to provide immediate bus service to the airfield upon direction of the Administration. The Contractor shall operate the Airport shuttle service seven (7) days a week, 24 hours per day, every day of the year (hereinafter referred to as 24/7), over such routes and at such intervals as are required by the Administration.

Pre-Bid Conference Details
A Pre-Proposal Conference will be held June 4, 2026, at 1:00 P.M. local time, for interested Offerors. Please assemble in the MAA Potomac Conference Room MAC Bldg., 7001 Aviation Blvd., Glen Burnie MD. Attendance is not mandatory, but interested Offerors are encouraged to attend. A State Equal Opportunity Officer will be available to discuss the Minority Business Enterprise (“MBE”) and verified veteran-owned small business enterprises (VSBE) program requirements. A site visit will take place immediately following the pre-proposal conference. Offerors interested in attending the Site Inspection must e-mail a list of expected attendees to Gayle Mealy at GMealy2@bwiairport.com no later than June 1, 2026 by 4:00:00 p.m. Please note, the scheduled Site Inspection will be the only time to inspect parking shuttle buses and site. Offerors will meet at the Shuttle Bus staging lot at 138 Elkridge Landing Rd. Linthicum Maryland. The buses can be visually inspected. Offerors will then be shuttled to the shuttle bus offices and operation center.
