ADDENDUM NO. 1
1. This addendum is being issued prior to receipt of bids to make certain changes and
clarifications within the original RFP.
2. This addendum will become part of the executed contract. Bidders shall acknowledge receipt
by inserting the number and date of this addendum in the space provided in the proposal and
by signing below and including with their bid.
Item No. 1. - Requirement Updates
1. The Firm must be MDOT prequalified in the following category: "Design - Utilities: Municipal"
2. The Firm must submit the project in MicroStation.
3. MicroStation files must be provided at the conclusion of the design for the Reference Information
Documents (RID) for MDOT bidding.
4. MDOT Buy America Build America (BABA) documentation must be obtained through the project
design.

5. MDOT Proprietary Item Certification (PIC) and Public Interest Finding (PIF) Form 0304 must be
completed for any required items from the project design.
6. Project Plan & Profile Sheets must include:
a. Water main crossing sheets
b. Proposed water service(s) to curb stop and any coordination for replacing non-standard water
service(s) (lead) to the building.
c. All City of St. Johns required water main and sanitary sewer special details
7. Project specifications must be developed utilizing MDOT Special Provision Format.
8. Special Provisions will be required for water main, sanitary sewer, and any other non-standard MDOT
pay item associated with the work.
9. Firm must submit all project quantities to MDOT in Project Quality Sheet (PQS)
Item No. 2. - Questions & Answers
1. Question - Will this project include lead service line replacements? Looking at the City's GIS
viewer there appears to be a decent amount of lead services in the corridor. We assume service leads
from the new water main to the ROW would be replaced however is any service replacement outside
the ROW anticipated? The same question would apply to the sanitary leads, does the City typically
replace to the ROW or all the way to the home? All water service leads will be new to the curb stop.
Anything that is lead or galvanized from the curb stop to the home will need to be replaced as well.
As for the sanitary, leads would be connected and or capped within the ROW.

2. Question - Since this project is being coordinated with MDOT's M-21 project, will we be required
to use a specific software (i.e. MicroStation) or will AutoCad Civil 3D work? See updated
requirements in section 1.
3. Question - Will MDOT be providing the field survey, existing utility and geotechnical
information? If they are providing the survey, do you know if it will be raw data or if it will be
processed linework? Having this information would help to provide an accurate cost. However, our
proposal will include assumptions and clarifications to further explain how the estimated fee was
established. Yes, it's now been confirmed that MDOT will be providing geo information as well as
field survey data and the data will be processed linework with a surface.
4. Question - The RFP does not specifically indicate what is needed in the proposal. Can you clarify if
you need any of the following or are you just in need of a price filled in on Page 3 of 3 of the RFP.
Firm Profile, Scope of Work, Team Members / Resumes, Similar Projects. Yes, all of these items
should be submitted by the proposing firm.
5. Question - How many copies of the proposal does the City require? Three copies will be sufficient.
6. Question - The RFP indicates that the water main will be replaced between Morton Street and Scott
Road. Can you clarify the size of the existing water main and also what size the new main will
be? If upsizing the main, was this part of a water reliability study or will there be the need to
analyze the system to determine the appropriate size? Current main size ranges from 4" to 6". The
new main should be 12" with 8" stubs at all intersections and 1" water services to each parcel. A
system analysis will not be needed.
7. Question - Are there any known lead/galvanized service leads along this stretch and/or unknown
service lead material that needs to be identified as part of the project? Yes there are assumed
lead/galvanized services along this stretch, no identification will be needed.

8. Question - The RFP indicates that a NEW sanitary sewer will be installed from Baker Street to Scott
Road. When you state NEW, does that mean there is currently no gravity sewer in this area or is
there an existing sewer being replaced and/or upsized. Similar question to the water main, has there
been a capacity study completed to justify the size of this gravity sewer or will a study need to be
performed as part of this scope of work? Correct, there is no gravity sewer here currently. Water
main currently exists within all boundaries of the project. No study has been completed but 8" sewer
will be more than sufficient with the limited number and types of possible connections in this area.
9. Question - Are you planning to read off pricing publicly at 9am? If so, could a virtual link be
provided. Bids will be opened at 9am on April 3rd. A link for a virtual attendance is not available.
