AMENDEMENT 0001:

Purpose: The purpose of this amendment is to extend the response deadline and clarify the submission requirements.

Changes:

1. The due date for submission is extended from 28 MAY 2026 at 1600 Eastern Time to 02 JUN 2026 at 1600 Eastern Time.


2. The transition sentence preceding the numbered list is updated to clarify that the capability statement is required in addition to the numbered list. The original sentence:

   Is hereby replaced with:
   
   "In addition to the required capability statement above, parties are requested to provide the following information:"
   
   All other terms and conditions of the original Sources Sought Notice, including the original items 1 through 11, remain unchanged. Vendors who have already submitted a response are permitted to submit a revised or supplemental response to address the clarified requirements by the new due date.

The Naval Sea Systems Command (NAVSEA) is issuing this Sources Sought Notice to refresh its market research for an upcoming procurement for the LPD 17 Class Ship Control System (SCS). This notice is a follow-on to a previous, broader RFI (Notice ID: N0002424R4203) and is intended to specifically assess the capabilities of Small Businesses.

NOTICE: This is a market research tool to determine the capabilities of SMALL BUSINESSES ONLY. Responses from businesses that are not identified as a Small Business under the specified NAICS code will not be reviewed. Large Businesses shall not respond to this announcement.

The purpose of this notice is to identify all Small Business concerns with the capability to provide the design, development, production, and support for the LPD 17 Class SCS Hardware in support of LPD In-Service Modernization and LPD Shipbuilding.

Interested Small Businesses (hereon referred to as party/parties) are requested to provide information on their current supply that meets or beats the specifications/performance requirements listed within the LPD 17 Class Ship Control System (SCS) specification details (hereon referred to as SPECS and attached to this announcement) or provide information on the company’s capability (personnel, facilities, resources, technology, and expertise) to provide such supply.

In addition to the required capability statement above, parties are requested to provide the following information:

1. Company name

3. Primary company contact(s) and associated email addresses


4. Company website


5. Business size for NAICS code 334511 (PSC 2090)


6. Company's socioeconomic status (Woman-Owned, Veteran-Owned, HUBZone, etc.)


7. Company CAGE Code


8. Estimate delivery lead times of supply


9. Equipment origin or place of manufacture


10. Warranty information


11. Any other information deemed applicable by the interested party

A PARTY’S SUBMISSION SHALL NOT EXCEED MORE THAN 20 .DOC (MS Word) OR .PDF PAGES IN LENGTH AND BE NO LARGER THAN 7.5 GB.

Parties are responsible for adequately marking proprietary and/or competition sensitive information that is contained within their submission.

Before the Navy will consider providing a party the SPECS, which is marked as CUI, a party shall email NAVSEA contract specialist Danielle Fennelly at danielle.p.fennelly.civ@us.navy.mil and NAVSEA contracting officer William Jee at william.j.jee.civ@us.navy.mil and therein provide the company’s name and company’s CAGE Code. Upon the Navy’s receipt of the party’s information, the Navy will perform a vetting of the company for operational security purposes and determine, at its own discretion, if it will or will not release the SPECS to the party. If the Navy chooses to release the SPECS, the Navy will coordinate via email with the party and provide the party the SPECS via an electronic drop on DOD SAFE.

A party’s submission shall be delivered electronically either via encrypted email to Danielle Fennelly and William Jee or via drop on DOD SAFE. If a party chooses the drop on DOD SAFE option, the party shall coordinate the “drop” with Danielle Fennelly and William Jee, whereby one of them will provide a DOD SAFE link for the drop.

The due date for submission is 28 MAY 2026 at 1600 Eastern Time.

This RFI is for Navy informational/planning purposes only. This announcement is not a request for proposal; it does not constitute any form of solicitation and shall not be construed as a commitment by the Navy. A party submission is not an offer nor proposal and the Navy is under no obligation to make any form of award as a result of this announcement. No funds will be provided by the Navy to pay for preparation of submissions in response to this announcement. All responses to this RFI are strictly voluntary.
