Longhorn Drive Installment Purchase Agreement Financing RFP

Texas Charter Township is soliciting proposals from qualified financial institutions to provide financing through an Installment Purchase Agreement (“IPA”) for the construction of the Longhorn Drive. The financing will be used to fund design, engineering, and construction costs, and related capital expenses.

The Longhorn Drive Ring Road Project will:

• Construct a new public roadway connecting existing arterials to improve traffic flow and connectivity.
• Facilitate access to previously underutilized parcels, supporting commercial and mixed-use development.
• Improve emergency response access and infrastructure capacity.

The Township seeks competitive proposals to obtain the lowest overall borrowing cost, with flexible repayment terms, in compliance with applicable Michigan statutes.
