TORRANCE COUNTY TAJIQUE/TORREON
TRANSFER STATION

The County of Torrance, State of New Mexico, on behalf of the Torrance County
Board of County Commissioners, seeks Letters of Interest from individuals or
companies interested to establish a contract through competitive negotiations for the
procurement of potential sites to establish a transfer station in the Tajique/Torreon
area and it is the County’s intent to have the transfer station active by July 1, 2026.
Torrance County maintains several sites for solid waste transfer stations throughout
the County. One of the transfer station sites is located in the Tajique/Torreon area
(“Tajique Transfer Station”). The County currently maintains a lease for the Tajique
Transfer Station; however, this lease is set to expire on or about June 30, 2026. Since
the parcel where the Tajique Transfer Station is located is going to be repurposed by
the property owner, the County is searching for additional sites in the
Tajique/Torreon area that are available to purchase where the transfer station can
be relocated.
Detailed Scope of Work:
Minimally, potential sites must:
1. Be located on the NM Hwy 55 Corridor between the towns of Tajique and
Torreon (+ or – 1 mile) in either direction off NM Hwy 55;
2. The site must not be further than a quarter mile off of NM Hwy 55;
3. The site must have public road access and the landowner must agree to
provide the appropriate access and easements, if necessary; and
4. The site must have a minimum size of 100’ x 130’ for the establishment of
the transfer station.
Preferential Site Requirements:
The County would prefer the following:
1. Sites that are a minimum of .5 acre;
2. Sites with existing access easements and infrastructure (i.e. roadways with
adequate width and specification to support large vehicles and trailers,
existing fencing, etc.);
3. Sites that do not require a significant amount of earthwork or brush clearing;
4. Sites that are geographically flat;

5. Sites that are not in a flood zone (FEMA flood maps will be evaluated to
make this determination); and
6. Sites that have existing utilities near the site (Note: Utilities do not need to
be on site but need to be within a reasonable proximity to the site.).
Letters of Interest are due by 5:00pm on Monday, January 5, 2026. They can be

The Torrance County Board of Commissioners is scheduled to discuss and possibly
take action on the next scheduled Commission Meeting following the deadline for
turning in the Letter of Interest. The County Commission may, at its discretion,
begin negotiations with the awarded candidate during the Executive Session of the
same meeting. The County payment for the parcel will be subject to fair market
price established by a licensed appraiser.
