Summary
The City of St. Petersburg ("City") is seeking qualified firms to provide comprehensive loan portfolio management services for its affordable housing programs. The City's portfolio includes deferred, forgivable, and amortizing loans issued to support affordable housing development, rehabilitation, and homeownership initiatives.
The selected vendor shall assist the City with the administration, tracking, monitoring, and management of the loan portfolio to ensure compliance with applicable federal, state, and local regulations while maintaining fiscal accountability and program integrity. Services may include loan servicing and asset management, compliance and regulatory monitoring, financial management and reporting, risk mitigation and default management, program income tracking, data management, reconciliation, and performance evaluation.
Background
The City administers a portfolio of over 1,000 housing loans funded through federal and state programs including the U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnerships Program, Community Development Block Grant (CDBG), and the State Housing Initiatives Partnership (SHIP) program. These loans support affordable housing opportunities for low- and moderate-income residents throughout the City. Effective loan portfolio management is essential to ensuring the City remains a responsible steward of public resources, maintains long-term affordability, and maximizes the impact of limited housing funds. The City currently manages portfolio data across multiple systems including Oracle (financial/program income), IDIS (HUD reporting and compliance), and Neighborly (program data). The selected Vendor will be expected to integrate with these systems and provide ongoing monitoring, compliance oversight, financial tracking, and reporting services in support of the City's housing mission.
