This is a solicitation for commercial products, as supplemented with additional information included in this notice. The U.S. Government requires the purchase and delivery of two (2) new, 18-inch Carbon Steel Globe Body Silent Check Valves to Lower Granite Dam. Quotes must be submitted on a firm-fixed-price basis for new equipment only; remanufactured, refurbished, or "gray market" items will not be accepted. The supplied valves must be designed to prevent flow reversal, surge, and water hammer, complying with all applicable ASTM codes and standards.
Technical requirements include a Cast Carbon Steel body (ASTM A216 Grade WCB), 316 Stainless Steel trim/disc (ASTM A351 Grade CF8M), a 302 Stainless Steel spring (ASTM A276), and stainless steel guide pins and bushings. Operational parameters dictate a minimum pressure/temperature rating of 285 PSI at 100°F, ANSI Class 150 integrally cast flanged ends with a 16-hole bolt pattern, a flow capacity of at least 110% of the equivalent pipe size, a cracking pressure of less than 1 PSI, and top-and-bottom guided disc alignment for multi-angle installation. Furthermore, the valves must feature a metal-to-metal hand-lapped drop-tight seal and a permanent corrosion-resistant stainless steel nameplate detailing the manufacturer, model, size, rating, and manufacturing date. Due to strict installation constraints, the following physical dimensions are mandatory with no exceptions allowed: a face-to-face measurement of exactly 22.5 inches, an overall diameter not exceeding 31 inches, a valve weight not exceeding 1,300 lbs, and Class 150 flanges meeting ASTM A105 and ASME B16.5 standards (25-inch outside diameter, 22.75-inch bolt circle diameter, and a 16-hole configuration).
