Little Rough Run and Cold Run Culvert Replacement

Due to unforseen circumstances, the solicitation for this project will be delayed until at least April 28, 2025.

The USDA Forest Service anticipates issuing a Request for Proposal for a Firm Fixed Price type contract. It is the intent of this contract to procure culvert replacement work for the Monongahela National Forest. The Contractor shall furnish all labor, equipment, supervision, transportation, supplies (except those designated as Government-Furnished), and incidentals to perform all work necessary.

The solicitation and related documents will ONLY be available for download at the System for Award management (https://sam.gov) on or about April 28, 2025. No hard copies of the solicitation will be mailed out. Interested vendors should register to receive notifications through https://sam.gov The resulting contract magnitude is anticipated to be between $250,000 and $500,000.

NAICS: 237310 Highway, Street, and Bridge Construction, the size standard is $45.0Million. This project is being solicited as a total set aside for Small Business. All work is to comply with local, Federal and State codes and is subject to applicable wage rates. Solicitation number: 12445525R0007. In order to receive award under this RFP the successful offeror shall be registered in the System for Award Management (SAM) at https://sam.gov, and have completed the online representations and certifications and be a certified Small Business that meets the applicable size standard for NAICS code 237310.

All responsible small business sources may submit a proposal which shall be considered by the USDA Forest Service.

1. Location of Project Work

The work will be performed on Gauley Ranger District of the Monongahela National Forest, in Webster County, WV.

2. Firm Fixed Price contract

The Government will be seeking proposals for a firm fixed price contract for the replacement of the Little Rough Run and Cold Run culverts.

3. Contract Award

Under this solicitation, one contract may be awarded to the offeror whose proposal represents the best value to the Government.

4. Scope of Contract

Work includes: installation of cofferdams, dewatering, excavation, placement of riprap, removal and disposal of existing concrete box culvert structures, installation of new concrete box culverts, and roadway aggregate.
