Lead Inspection and Risk Assessment Services

City of Houston – Houston Health Department

Bureau of Community and Children’s Environmental Health (BCCEH)

1. Introduction

The Houston Health Department’s Bureau of Community and Children’s Environmental Health (BCCEH) is soliciting proposals from qualified vendors to perform Lead Inspections and Risk Assessments (LIRA) for single-family residential properties located within the City of Houston. The average property size is approximately 1,200 square feet.

The selected vendor will be expected to provide high-quality inspection and reporting services, consistent with state and federal lead safety regulations, and in alignment with the City of Houston’s public health objectives.

2. Scope of Work

2.1 Deliverables

The vendor shall complete the following monthly:

a) Lead Inspections and Risk Assessments (25 per month)

•             Residential paint inspection

•             Detailed LIRA report (sample provided in Attachment A)

•             XRF inspection/testing (minimum 75 shots per property)

•             XRF report

•             Detailed risk assessment

•             Risk Assessment Report (sample provided in Attachment B)

•             Laboratory sample collection and analysis for soil, water, and dust wipe

samples

b) Meetings

•             Participate in a 1-hour monthly meeting with HHD staff (virtual and/or in-person)
