Project Description: Hillsborough County intends to recommend the award of a noncompetitive procurement to Carahsoft Technology Corp. (Carahsoft) for a three (3) year contract at a total cost of $142,560.00 for ongoing and as-needed access to a high-quality, online learning platform, LinkedIn Learning, for the Library Services Department. LinkedIn is the exclusive owner and sole publisher of a collection of subject-specific learning videos which have been available to County residents and staff at Hillsborough County libraries since 2015. Carahsoft is LinkedIn’s sole government distributor for LinkedIn Talent Solutions, which includes product lines for LinkedIn Learning and LinkedIn Hiring Solutions. LinkedIn is a commercially recognized source for certifications and continuing education resources. The resources offered include classes for: educational advancement; college preparation; professional certification exams through on-demand videos; software and web development which are taught by industry experts; business, creative, and soft skills; and the support of successful career transition. This procurement is being made in accordance with the following Sections of the County Procurement Policy: Section 3-208(2) as this service is required to maintain compatibility with an existing integrated system; Section 3-208(10) for the renewal of a software license and associated proprietary services, and Section 3-208(31) for the direct purchase of electronic resources from the authorized sole government distributor, Carahsoft. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached quote must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
