Lincoln Community Health Center Parking Lot Expansion
IFB No. 23-047R1
Sealed bids, so marked, will be received by the County of Durham Purchasing Division of Finance
Department, Durham County Administration Building II, 201 East Main Street, Meeting Room 466,
Durham, North Carolina 27701, until 2:00 P.M., Eastern Time, on October 31, 2023, at which time
they will be publicly opened and read. The work contemplated will include demolition of existing
lawn area to provide space for construction of an expanded parking lot, minor grading
improvements, perimeter fence installation, storm drainage installation, and landscape plantings in
and surrounding the parking lot. There are offsite drainage improvements that will cross Fayetteville
Street to the west of the project site and will include storm drainpipe installation within the right-of-
way of Fayetteville Street and along Linwood Avenue.
Instructions for submitting bids, specifications, and a complete description of the work involved and
the apparatus, supplies, materials, equipment for which bids are invited can be examined at the office
of Surface 678, PA, 215 Morris Street Suite 150, Durham, NC 27701; and at the following location:

Plans and Specifications may be purchased for a refundable deposit of $200. Deposit checks shall be
made payable to Surface 678, PA. Contractors may secure document sets after 8:30 A.M., until 5:00
P.M., Monday through Friday at the office of Surface 678, PA, 215 Morris Street Suite 150, Durham,
NC 27701. The full deposit shall be returned to those Contractors who return the Specifications and
Plans in good condition within ten (10) days after the date set for receiving bids. Plans and
Specifications are to be returned to the office of the Architect.
Document can be issued electronically at no cost to the Contractor.
Contractors who bid must be licensed to do work in the State of North Carolina under the Act to
Regulate the Practice of General Contracting. The Contractor’s North Carolina License number shall
be designated on the outside of the envelope containing the bid.
A 5% bid security is required with each bid that equals or exceeds $300,000.00.
Bids will be evaluated and the Contract will be awarded in accordance with statutory public contract
requirements as supplemented or altered by the Minority Women Business Enterprise Utilization
Ordinance of the County of Durham (MWBE).
Bids are encouraged and welcome from historically underutilized business (HUBs).
The County reserves the right to reject any and/or all bids, waive informalities, and/or accept such
bid as appears in its judgement to be in the best interest of the County.
