Title: Lincoln Avenue Traffic Safety & Paving Phase 1 - California Boulevard to Soscol Avenue

The project will reconstruct sidewalks, curb ramps, curb and gutter to replace degraded concrete and improve accessibility. Gaps in the existing sidewalk will be filled with new sidewalk to provide a continuous path of travel along both sides of the street. Two new bus islands will be constructed. New catch basins and storm main enhancements will be constructed to facilitate changes to the street drainage caused by the new construction and street layout. The entire roadway will be repaved with a new RHMA overlay and regraded where necessary to accommodate new curb ramp bulbouts. Bicycle facilities will be upgraded with wider and more visible bike lanes striping and signage. Electrical work will be required to reroute traffic signal wiring and to install rectangular rapid flashing beacons at uncontrolled crosswalks. A fire hydrant and water meter will be relocated and another fire hydrant will be raised to accommodate changes to adjacent sidewalk grading.
Safety improvements are a priority goal of the project. Lincoln Avenue is cited in the City of Napa's Local Roadway Safety Plan as part of the high injury network. As a result, the City's Traffic Engineering Division determined that Lincoln Avenue should be reduced from four lanes (two travel lanes in each direction) to three lanes (one travel lane in each direction with a shared double direction turn lane in the center). The new configuration will improve safety for vehicles, bikes and pedestrians by reducing the number of lanes that need to be transversed when crossing the roadway or crossed when vehicles make a left turn. Bike lanes will be widened and separated from the vehicular travel lanes with buffers where feasible to reduce conflict between vehicles and bikes and to provide greater comfort for cyclists. Curb ramps will be reconstructed at nearly all of the intersections to direct pedestrians straight across the side streets feeding Lincoln Ave, rather than directing them diagonally into the intersection as they do currently.
