3. Construction Documents and Bidding
Produce complete construction documents for bidding and construction.
Prepare full set of contract documents including:
o Construction plans and technical specifications.
o Bid documents (Invitation to Bid) using templates provided by the City.
o Bid schedule and quantities and estimated construction costs.
o General notes and construction requirements.
Submit signed and sealed hardcopies of all design documents, including all design
reports and engineering documents. Documents will be delivered in hard copy and
in PDF formats. In addition, drawing files must be delivered in a CAD format
compatible with AutoCAD Civil3D.
Respond to bidder questions and provide addenda as needed during bidding phase.
4. Qualifications and Requirements
Proposing firms must demonstrate the following minimum qualifications:
Licensed to practice engineering in the State of Georgia.
At least 10 years of experience in municipal water and sewer engineering.
Availability of key personnel with relevant certifications including Professional Engineer
(PE) license.
Insurance coverage including professional liability, general liability, and workers'
compensation as required by the City of St. Marys.
5. Selection Criteria
Proposals will be evaluated based on the criteria listed below and will be scored using a
point system with 100 total points. Interviews via Microsoft Teams may be conducted.

6. Proposal Submission Instructions
Proposals must be as described in the Advertisement.
Required Proposal Components (limited to 20 pages, excluding appendices):
Cover Letter: Signed by an authorized representative, acknowledging RFP terms.
Firm Overview: Description of the firm, including size, location, and relevant
certifications.
Experience Narratives: Detailed responses addressing general experience, recent
design experience, and personnel experience as per the selection criteria. Also
include personnel currently available to work on this project.
Project Approach: Outline of methodology, timeline, and team organization chart.
References: Contact information for at least three recent clients for similar projects.
Cost Proposal: Submit a detailed cost proposal based on the Scope of Work section
on the RFP.
Appendices: Resumes, project examples and any additional supporting documents.
The proposal should address the areas detailed in the Selection Criteria section of the
RFP. All proposals become the property of the City of St. Marys and may be subject to
public disclosure laws.

7. Additional Information
Questions and Clarifications: Direct all inquiries to the contact person. No direct
contact with other agency staff is permitted.
Reservations: The City of St. Marys reserves the right to reject any or all proposals,
waive irregularities, or cancel the RFP.
Contract Terms: The selected firm will enter into a standard professional services
agreement, including indemnification, non-discrimination, and audit provisions.
