REQUEST FOR PROPOSALS

Sealed proposals, addressed to the Supervisor of Purchases, City of Middletown, Room 112, Municipal Building, Middletown, Connecticut, 06457 will be received until TUESDAY, DECEMBER 10 TH , 2024  BY 3:00 PM for the following:

The City of Middletown Department of Economic and Community Development (the “City”) is soliciting proposals from State of Connecticut Licensed Professional Engineers (PE) and Licensed Environmental Professionals (LEPs) to provide Brownfield remediation and redevelopment planning for four properties along River Road in Middletown.

This project is being funded via a Community Investment Fund 2030 (CIF) grant from the Connecticut Department of Economic and Community Development (DECD) and is being conducted to facilitate implementation of the City’s Master Plan for riverfront redevelopment “Return to the Riverbend.” This project must be overseen by an LEP.

Services anticipated include community outreach, environmental site assessments, engineering studies, preparation of Remedial Action Plans and cost estimates, remedial oversight and LEP documents, preparation of technical specifications and support with contractor bidding, as well as permitting and redevelopment planning.

  • Peterson Oil Property at 44 River Road and Map Lot 33-0009
  • Weston Property at 22 River Road
  • Wastewater Treatment Plant at 110 River Road, and
  • Jackson Corrugated Container at 225 River Road

All submittals shall be received on the designated forms provided in a sealed envelope using the return label provided and marked as designated in the Information for Bidders by the date/time set within.  Bids received “late” or emailed/faxed will not be considered.

Mandatory Site visits have been scheduled for Monday, November 4 th , 2024 beginning at 9:00 am.  We will visit the sites in the following order;   the property known as the Former Peterson Oil site which is made up of 22 River Rd (Weston Property), 44 River Rd and an unnumbered lot known as River Rd (Map Lot 33-0009).  The next location will be the Waste Treatment Plant at 110 River Rd, followed by the last property known as the Jackson Corrugated Container site located at 225 River Rd.  The site known as Jackson Corrugated Container (225 River Rd) which will complete all site visits.  This is a mandatory site visit, therefore, Bidders are required to attend this meeting in person or by representative to be considered.

The City of Middletown reserves the right to waive any defect in any proposal and reserves the right to reject any or all proposals or any part thereof.  Proposals, amendments to or withdrawals of proposals received after the time set for the receipt of proposals will not be considered
