Request for Qualifications
Strategic Plan for Providing
Countywide Public Water and Wastewater Service
1. Introduction
This Request for Qualifications (RFQ) invites qualified vendors, consultants, or consortiums
(herein referred to as "consultant") to submit qualifications for assessing the public (both
publicly- and large privately-owned) potable water and wastewater systems within Liberty
County, Georgia and its government jurisdictions: unincorporated Liberty County, Town of
Allenhurst, the Cities of Flemington, Hinesville, Gum Branch, Midway, Riceboro, and
Walthourville, and the Liberty County Development Authority; to evaluate how to provide
water and wastewater services to all areas of the county and develop a strategic plan. This
strategic plan is Phase I of the project. Upon completion of Phase I, a scope of services will
be developed for Phase II which will be a road map for implementing the strategic plan.
2. Scope of Work
The scope of the work will be to study the feasibility of a countywide strategy to address the
water and wastewater needs of the County with consideration of both technical and legal
aspects and prepare a plan for providing water and wastewater services for Liberty County
in the near- and long-term ( 10 and 20 years).
The Liberty Regional Water Resources Council (LRWRC) will provide data on the existing
publicly-owned potable water and wastewater systems within the county, including the
current service delivery areas, but some research will be required to provide data on the large
(over 100,000 gallons per day) privately-owned public systems. It is anticipated the study
will include the items below, as well as other items the consultant, in their experience, is
deemed necessary.
A. Evaluate all avenues for providing water and wastewater services to the county
including consolidating one or more of the existing publicly-owned water and
wastewater systems to serve their current service areas and expanding existing systems
into areas currently not publicly served. Such evaluation would take into consideration,
as a minimum, the following:
* current infrastructure
* existing financial obligations
* costs to maintain and operate a consolidated system and expanded existing
systems
* the Coastal Georgia Regional Water Plan
* for the longterm part of the plan, future governing water and wastewater
planning district currently under consideration on the state level
B. Propose governance structures and operational frameworks to ensure long-term
sustainability.

C. Provide updated service delivery area maps.
In the course of developing the strategic plan, the consultant will meet with stakeholders and
the LRWRC Technical Advisory Committee (wTAC).
3. Consultant Qualifications
At a minimum, the following consultant qualifications are being sought for this project:
* Demonstrated experience in similar assessments and studies and success in their
implementation of recommended actions.
* Demonstrated expertise in water and wastewater systems.
* Experience with multi-jurisdictional or regional water and wastewater systems.
* Knowledge of federal, state, and local water and wastewater regulations.
4. Submission Contents
A. Consultants shall provide the following information regarding them and their work
experience:
1. Consultant Information
* Name of firm
* Physical and mailing addresses of corporate and primary offices (as
applicable)
* Phone and email contact information of firm and primary point of contact
* Where incorporated (if applicable)
* Background information on the consultant
2. Key Team Leaders
* Organizational chart of project team
* Bios or resumes for the professional staff who would be assigned to the
project
3. Project Experience
* List of at least three similar projects in both size and scope completed within
the past 5 years by the consultant with references for them
* Links to one to three relevant work samples
4. References
* Additional references for the consultant
5. Acknowledgement of receipt of the addendum posted online, if any. (see #8
below)
B. Consultants shall provide an executive summary of the approach to the project.
C. Additional information from the consultant may be included if it will help the LRWRC
and wTAC determine if the consultant is a good fit for the project.

5. Submission Instructions
A. Each item above shall be clearly organized in one PDF file. The submittal document
shall be no more than 40 pages (not counting letter of transmittal/cover letter, cover
and table of contents) and the file size shall not exceed 10 MB.
B. The submittal shall be emailed to the addresses below with a subject line reading:

C. Deadline for submission is May 29, 2026 at 5:00 PM. Late submissions will not be
considered.
6. Interviews
Following the evaluation of the submittals, the wTAC will select candidates to interview for
the project. Each consultant will be notified by email and informed of the date and location
of the interview. Any detailed instructions or requirements will be provided in the
notification. Upon conclusion of the interviews, the wTAC shall make a recommendation to
the LRWRC for selection of the consultant.

8. Questions and Addendum
Questions concerning this RFQ shall be directed to Mardee Sanchez, PE, at
msanchez@thelcpc.org no later than May 15, 2026. An addendum to this RFQ with any
questions received and their answers will be posted on the LCPC website no later than May
20, 2026. It is the consultant's responsibility to check the website for the addendum.
9. Conditions
The wTAC retains the right to reject any and all submittals and to waive any irregularities in
the submittals received.
