Project Location: 118 E. 4th Street, Liberal, KS 67901.
Owner: City of Liberal, 324 N. Kansas Avenue, Liberal, KS 67901.
Architect: TESSERE, Inc., 1525 E. Douglas Avenue, Wichita, KS 67211.
Project Description: Project consists of a dedicated transit operation facility with drive-through bays for vehicle storage as well as office space for staff.
Construction Contract: Bids will be received for a General Contract (all trades).

AIA Document A701-2018, "Instructions to Bidders," is hereby incorporated into the Bidding Documents by reference. 1. A copy of AIA Document A701-2018, "Instructions to Bidders," with Project-specific edits is bound in this Project Manual.

Qualifications:
|
Licenses: Bidders must be properly licensed under the laws governing their respective trades.
Insurance and Bonds: A Performance Bond, separate Labor and Material Payment Bond, and insurance in a form acceptable to Owner will be required of the successful Bidder.

Special Requirements:
|
Bid Submittal, Printed: Owner will receive sealed Bids until the bid time and date at the location indicated below. Owner will consider Bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:
1. Bid Date: August 4, 2025.
2. Bid Time: 2:00 p.m., local time.
3. Location: Liberal City Hall, City Clerk, 324 N. Kansas Avenue, Liberal, KS 67901.
4. Bids will be thereafter opened in the presence of the Bidders and read aloud.
BID SECURITY:
Submit bid security with each Bid in the stipulated form and in the amount identified in the Instructions to Bidders.
TIME OF COMPLETION:
By submitting a Bid, Bidder represents that Bidder will begin the Work on receipt of the Notice to Proceed and will complete the Work within the Contract Time indicated in the Bidding Documents.
LIQUIDATED DAMAGES:
Work is subject to liquidated damages.

Prebid Meeting, In Person: A prebid meeting for all Bidders will be held at the Project site (118 E. 4th Street, Liberal, KS 67901) on July 23, 2025, at 10:30 a.m., local time. Prospective prime Bidders are requested to attend.

Bidding Documents, Electronic: Online access will be provided to all registered Bidders and Sub-Bidders and suppliers.
