Level II Armed Guards for Presidio California

The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Procurement Section is issuing this urgent Request for Quotation (RFQ) for the purpose of procuring the services of Armed Guard Level II Services.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and FAR 15 Contracting by Negotiation, as supplemented with additional information included in this notice.

The solicitation number 70FBR926Q00000003 is being issued for a request for quotes (RFQ) and needs to be referenced on all quotation documentation submitted in response to this solicitation. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-06, effective October 1, 2025.

FEMA intends to enter into a single award Labor-Hour contract. This procurement is a 100% Small Business set-aside under North American Industrial Classification System (NAICS) 561612 Security Guards and Patrol Services.

The Service Contract Act of 1965, as amended (41 U.S.C. 351) is applicable to this procurement and the following wage determination shall be applicable to the resulting purchase order: Wage Determination No.: 2015-5637 (Rev.-30).

The period of performance is January 1, 2026 through August 31, 2026.

A labor hour contract award may be made to the responsible offeror submitting an overall proposal that is determined best value to the Government’s needs, price and other factors considered, using the procedures prescribed in the technical evaluation factors. We kindly request your most competitive pricing for the services outlined in this solicitation. Additionally, we encourage you to include any applicable discounts or added value that your organization may be able to provide. This solicitation requires an active registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines.
