INVITATION FOR BIDS
The City of Rock Island is seeking proposals for vegetation control services for
the levee for five years. This is a five-year contract with an option to extend for
one year.
Sealed bids will be accepted by the City of Rock Island Public Works Department until
9:00 a.m. on Thursday, April 9th, 2026 for the following project:

The Contractor will be responsible for complying with all local, state, and federal
regulations pertaining to this project.
It is the intent of the City of Rock Island to award a contract to the lowest responsible
bidder provided the bid has been submitted in accordance with the bidding
requirements. The City reserves the right to reject any or all bids and to waive
informalities or technicalities.

Sealed bids will be received, opened at 9:00 a.m. on April 9th, 2026 or at such later time and
place as may then be fixed.
Bids may be hand carried or mailed and will be received at the City of Rock Island Public Works
Facility, 1309 Mill Street, Rock Island, IL 61201 until 9:00 a.m. on April 9th, 2026. Bid envelopes
must be sealed and marked "VEGETATION CONTROL CONTRACT"
Each Bidder shall accompany the Bid with a Bid security, in a separate envelope, as security
that the successful bidder will enter into a contract for the work. The bidder's security shall be in
an amount equivalent to five percent (5%) of the bid amount, and shall be in the form of a
cashier's or certified check drawn on a bank in Illinois or a bank chartered under the laws of the
United States of America, or a certified bank share draft drawn on a credit union in Iowa or
chartered under the laws of the United States of America or a bid bond with corporate surety
satisfactory to the Owner.

SCOPE OF WORK
1. This work consists of applying an herbicide mixture to levee locations in the City. There
are four separate application periods using herbicides. The type and mixture should be
submitted and approved by the City of Rock Island. The chemical should also include a
pre-emergent which will not allow new growth but should kill any existing vegetation as
well.
2. Contractor is expected to be familiar with all areas and locations of the work and if they
are not, shall have those questions answered before commencing work on this contract.
3. Contractor must be able to receive requests via email, phone and text messages.
4. The contractor shall have previous experience with the use of herbicides. The
contractor shall have had at least three seasons of experience in the use of herbicide
chemicals on the public right-of-way, or at least three seasons of experience in the use
of herbicides in farm or custom spraying.
5. The contractor shall provide as part of the proposal, a list of any current or previous
contracts for similar services. The list shall include the contracting agency, years of
experience in this field, and an estimated number of services performed this year. The
contactor shall also provide a list of equipment available to perform the work. All of the
above information shall be submitted as part of the sealed bid proposal.
6. The contractor shall obtain and keep in force the insurance coverage specified in article
107.27 of the Standard Specifications. The insurance coverage shall name the City of
Rock Island, its' officers and employees as additional insured with respect to the liability
coverage. Certified copies of the original policy, or certificate(s) of insurance, by the
issuing insurer(s) the policies and endorsements shall be submitted to the City prior to
the beginning of the work. All costs for insurance specified herein shall be incidental to
this contract.
7. The contractor shall be properly licensed by the Illinois Department of Agriculture as
provided by Illinois law. The contractor is required to submit a copy of the license as
part of the proposal.
8. The Public Works Director or designee(s) shall be the sole judge as to whether the
Contractor's work conforms to the specifications.

SPECIFICATIONS

APPLICATIONS
For year one of this contract, the first application has already been completed. Year one of this
contract will only require three applications (2nd, 3rd, and 4th), with the following years requiring
all four.
First Application
The contractor may begin the first spraying as soon as weather permits. Request of the first
round of spraying prior to April 1, must be approved by the City. All first spraying operations
must be complete on or before May 1.
Second Application
The contractor may not begin the second spraying prior to June 3. All second spraying
operations must be complete on or before June 28, 2019.
Third Application
The contractor may not begin the third spraying prior to July 15. All third spraying operations
must be complete on or before August 16.
Fourth Application
The contractor may not begin the fourth spraying prior to September 2. All fourth spraying
operations must be complete on or before September 27.
NOTICE
Prior to any application, a 24-hour notice must be provided in email to the Municipal Services
Superintendent
EQUIPMENT
The capacity of the equipment shall be sufficient to perform the work as specified and meet the
approval of the Engineer. It is imperative that the equipment used can uniformly apply material
to the woody growth at the toe (bottom) of the levee slopes as described in Section 7 above.
The equipment shall consist of a vehicle mounted tank, pump, broadcast jet, hand spray gun
and/or spray bar together with other necessary accessories. All tanks shall have an accurate
external calibration device. Spray booms, if used shall be constructed so that a portion may be
shut down while the balance is operating to properly spray narrow median areas.

The pump shall have a volume and pressure capacity range sufficient to deliver the mixture at a
pressure that provides the required coverage while allowing a full and steady spray pattern
without pulsation or excessive pressure to cause fogging.
A quick-acting shutoff valve shall be provided to stop the spray pattern when necessary with a
minimum drip. Inaccessible areas where the material must be sprayed by walking with
handguns, the guns shall have broad jet nozzles in order to insure a high volume and uniform
distribution. The handgun shall be used for spraying steep slope sections, bottoms of slopes,
around signs, posts, and other inaccessible areas where mechanical spraying can't reach.
Guardrail spraying shall be done with equipment capable of uniformly applying the herbicide a
distance of two feet on both sides of the guardrail with minimal drifting.
TRAFFIC CONTROL
Roads shall be kept open to traffic at all times. Equipment shall be parked off the pavement
when mixing or loading. The contractor should refer to standards 701426 and 702001 for
appropriate signs and arrow board usage when spraying in areas that are greater than 45 mph
zones. All of the road spraying equipment shall be equipped with revolving amber lights.
BASIS OF PAYMENT
Payment will be made in four equal installments at the end of each treatment cycle. Each
payment must be invoiced upon the completion of the treatment.

B. The contractor shall in all solicitation or advertisements for employees to be hired under this
contract state that all qualified applicants will receive consideration for employment without
regard to race, color, creed, religion, sex, national origin, political affiliation, or age.
SPECIAL PROVISIONS
If any types of weeds are noticed throughout the contract the contractor will be required to
address the issue within one week after notification from the City of Rock Island and will be
performed at no cost to the City of Rock Island.

INSTRUCTIONS TO BIDDERS
The City of Rock Island requests that contractors interested submit a cost schedule for the
treatment of areas mentioned in this document (see maps).
All bidders must provide a list of equipment they will use to complete the project.
