The City of Saginaw is soliciting Sealed Bid Proposals for a Lennox Furnace replacement at the Andersen

Enrichment Center with specifications as shown in bid document. Bids must be received in the Purchasing

Office prior to 3:00 PM on the due date to be considered.

This bid will be considered All or None and No Substitutions will be accepted..

The City of Saginaw does not accept sealed bid proposals via fax or email. Bid documents are available for

download on the City of Saginaw’s web site, www.saginaw-mi.com, under the ‘Commercial Bids’ tab.

‘All or None’ means bidders are required to submit pricing for all years and/or all items requested. Any

proposal submitted that does not meet this requirement may be disqualified. If said bid is not listed as ‘All or

None’, the City reserves the right to split said bid to our best benefit.

‘No Substitutions’ means bidders are required to submit pricing for goods/materials as noted in specifications.

If the bid does not include no substitutions language, the respective bidder can submit pricing for a substitution

and/or alternate. You must identify the brand, model, part number, etc., method or process. Bidders may

include supporting documents. The City reserves the right to determine equivalent.

WALK THROUGH:

Interested bidders are encouraged to attend a walk-through scheduled on Thursday, August 13, 2026, at 10:00

a.m. at the Andersen Enrichment Center, 120 Ezra Rust Dr., Saginaw, MI 48601. Bidders who have questions

SCOPE OF WORK:

The contractor shall provide all labor, materials, equipment, permits, supervision, and incidentals necessary to

remove the existing furnace and furnish and install a new Lennox 110,000 BTU, 96% AFUE Upflow Furnace at

the Andersen Enrichment Center.

The work shall include, but not necessarily be limited to, the following:

1. FURNACE REPLACEMENT

• Disconnect and safely remove the existing furnace.

• Furnish and install one (1) new Lennox 110,000 BTU, 96% AFUE Upflow Furnace, properly sized for

the existing application.

• New furnace shall be installed in accordance with the manufacturer's installation requirements and

applicable codes.

• Contractor shall verify proper operation of the furnace and all safety controls upon completion.

2. SHEET METAL WORK

• Provide and install all necessary sheet metal transitions required to properly connect the new furnace to

the existing ductwork.

• Fabricate transitions as necessary to provide a proper, sealed, and structurally sound connection.

• Seal all joints and connections to prevent air leakage.

• Provide any additional sheet metal fittings or modifications required for a complete installation.

3. MIXING BOX

• Furnish and install a new mixing box as required for the HVAC system.

• Connect the mixing box to the existing ductwork and new furnace.

• Ensure all connections are properly sealed, and the system operates as intended.

4. GAS CONNECTION

• Disconnect the existing furnace gas connection as required.

• Reconnect the gas supply to the new furnace.

• Provide any necessary piping, fittings, shutoff components, or other materials required for a complete

and code-compliant installation.

• Contractor shall perform all required leak testing and verify proper gas pressure and operation.

5. ELECTRICAL CONNECTION

• Disconnect the existing electrical connection as required.

• Reconnect the electrical supply to the new furnace.

• Provide any necessary wiring, fittings, disconnects, or other components required for a complete

installation.

• All electrical work shall comply with applicable codes and manufacturer's requirements.

6. PVC FLUE / VENTING

• Provide and install or reconnect the required PVC flue/vent piping for the new high-efficiency furnace.

• Modify the existing venting as necessary to accommodate the new furnace.

• Ensure the venting system is properly supported, sealed, terminated, and installed in accordance with

the manufacturer's requirements and applicable codes.

7. AIR CONDITIONING COIL

• Clean the existing A/C coil as part of the furnace replacement.

• Remove accumulated dirt and debris from the coil and surrounding components.

• Ensure the coil is clean and ready for proper operation following completion of the work.

• Contractor shall protect the existing HVAC equipment and surrounding area during cleaning.

8. START-UP AND TESTING

Upon completion of the installation, the contractor shall:

• Start and test the new furnace.

• Verify proper heating operation.

• Verify proper airflow.

• Check gas pressure and combustion operation.

• Test all safety controls.

• Verify proper operation of the blower and controls.

• Inspect all gas, electrical, duct, and vent connections.

• Verify the system operates in accordance with the manufacturer's specifications.

9. PERMITS AND INSPECTIONS

The contractor shall obtain and pay for all required mechanical, gas, electrical, building, or other applicable

permits associated with the work.

The contractor shall coordinate and schedule all required inspections and shall be responsible for correcting

any deficiencies identified during inspection.

10. REMOVAL AND DISPOSAL

The contractor shall remove the existing furnace and properly dispose of all removed equipment and

construction debris.

The contractor shall leave the work area clean and free of debris upon completion.

11. WARRANTY

The contractor shall provide the manufacturer's standard warranty for the new Lennox furnace and any

applicable warranties for materials and workmanship.

Contractor shall provide the Owner with all applicable warranty information and equipment documentation

upon completion.

12. BID REQUIREMENTS

The contractor's bid shall include all labor, materials, equipment, permits, disposal fees, and incidentals

necessary to provide complete and operational furnace replacement.

The contractor shall inspect the existing conditions prior to submitting a bid and shall notify the Owner of any

conditions that may affect the work or cost.

13. COMPLETION

The completed HVAC system shall be fully operational, code compliant, and ready for use upon completion of

the project.

All work shall be performed in a professional manner and in accordance with applicable Michigan Mechanical

Code, Michigan Building Code, Michigan Fuel Gas Code, Michigan Electrical Code, manufacturer's

requirements, and all other applicable regulations and standards.

Contractor shall provide a complete turnkey installation.

SHIPPING/HANDLING

All shipping and handling charges and all costs associated with the delivery, installation and/or completion of the

product or service requested must be included in your bid, including but not limited to any titles, fees, and transfer

cost.

VENDOR COMPLIANCE

The City of Saginaw requires bidders to submit documentation furnished by the Purchasing Office indicating

compliance with the Ordinance §14.33. Vendor Compliance Forms must be on file with City of Saginaw

Purchasing Office, 1315 S. Washington Ave, Room #105, Saginaw, Michigan 48601. Forms are available for

download at www.saginaw-mi.com.

EVIDENCE OF BIDDER’S QUALIFICATIONS

Bidders may be required to submit a Statement of Qualification and/or provide satisfactory evidence that they

have been regularly engaged in the business and are reasonably familiar therewith, and that they are fully

prepared with the necessary capital, materials, and machinery to complete the work or to furnish the materials

contracted for to the satisfaction of the City.

CONTRACT ASSIGNMENTS OR TRANSFERS PROHIBITED

The assignment or transfer of a contract, or of interests in the contract, are prohibited unless approved by the

City of Saginaw Purchasing Office, respective City department and City Council.

THIRD PARTY

In the event the awarded bidder uses a third-party company to provide the goods and/or services requested, the

bidder must notify the Purchasing Office before said goods are shipped and/or services provided. At that time,

the City reserves the right to accept or reject the use of a third party. The awarded bidder shall be solely

responsible for payment to the third-party company.

AS NEEDED BASIS

The City reserves the right to request items on an ‘as needed’ basis.

CONTRACTOR COMPLIANCE

Early termination of this Agreement, with or without cause, may be made by the City with thirty (30) days

written notice to the Contractor. Upon any such early termination, Contractor shall tender to the City any work

in progress and submit an invoice to City for any fees for work performed up to the date of termination.

It is expressly understood and agreed that Contractor, and its employees and agents, are independent

contractors. Contractor, and its employees and agents, shall in no way be deemed to be and shall not hold

themselves out as the employees, servants or agents of the City. Contractor, and its employees and agents,

shall not be entitled to any fringe benefits of the City. Contractor shall be responsible for the withholding and

payment of all applicable taxes for its employees and agents, including, but not limited to, income and Social

Security taxes, to the proper Federal, state and local governments. Contractor shall carry workers’

compensation coverage for its employees, to the extent required by law, and shall provide the City with proof of

said coverage, if requested.

Contractor shall provide all services to be performed under this Contract in complete compliance with all

applicable federal, state and local laws, ordinances, rules and regulations, including those laws prohibiting

discrimination of any protected class. The laws of the State of Michigan shall control the provisions of this

Contract, and any dispute hereunder shall be in the jurisdiction of the Michigan courts.
