24-10-15 Leisure Service Comprehensive Plan RFP

The City of Dubuque, Iowa (The City) is soliciting competitive sealed proposals from qualified professional consulting firms with extensive park and recreation experience to perform a Comprehensive Master Plan (Plan) for the City’s Leisure Services Department. This RFP is designed to provide Consultants with the information necessary for the preparation of competitive Proposals. The RFP process is for the City’s benefit and is intended to provide the City with competitive information to assist in the selection process. It is not intended to be comprehensive. Each Consultant is responsible for determining all factors necessary for the submission of a comprehensive proposal. Through this RFP, the City is seeking to enter into a contract with a consultant that will provide the services described herein.

This RFP is partially funded by the American Rescue Plan Act (ARPA) and must be performed in accordance with all rules and regulations related to ARPA. All funding for this project must be obligated by December 31, 2024, and fully exhausted by December 31, 2026.
