The Department of Veterans Affairs is seeking a Leica Proveo 8 microscope for the East Orange VA Medical Center (VAMC) located at 385 Tremont Ave, East Orange, NJ 07018. This microscope will be used alongside the Leica Proveo microscope currently in use at the facility. The Leica Proveo is currently the only surgical microscope actively in use at the facility. To serve as a backup microscope, the make and model must stay consistent and the same for surgical use. Leica Proveo is custom fitted with other surgical instruments such as the Biome lenses and the Constellation. Additionally, Leica Proveo has the unique ability to provide real-time surgical optical coherence tomography. Leica Proveo has exclusive visualization Fusion Optics that creates a high-contrast, detailed image that will expand area in focus needed in retina/cataract eye surgery. Proveo has pre-defined and programmable individual settings for each phase of both anterior and posterior retina/cataract procedures. The facility needs a microscope to have a 3 CMOS high-definition camera with accessible independent fine focus to look deep into the retina. The requirement is described in detail in the accompanying statement of work (SOW). The vendor shall deliver, install, calibrate, and provide clinical support training for all equipment within 45 days after receipt of order (ARO).
Note: Items manufactured in the United States are strongly preferred.
The NAICS code is: 333310 - Commercial and Service Industry Machinery Manufacturing, with a 1,000 employees size standard. The PSC is 6650 Optical Instruments, Test Equipment, Components and Accessories.

Statement of Work (SOW)
Ophthalmology Surgical Microscope Replacement
VANJHCS EAST ORANGE NJ
Background: Surgical Service at VA New Jersey Health Care System in East Orange NJ is requesting procurement of a brand name Leica PROVEO 8. This microscope will support treatment for patients with severe cataract, glaucoma, retina, and other ocular issues. The current Leica microscope is mounted securely in operating room (OR room #1), which has reached its end of life. Procuring a new microscope would allow the provider to have a backup system in case of equipment malfunction and would allow providers to operate outside of the operating room # 1 because the PROVEO 8 is a mobile unit and can be used in other operating rooms or the procedure room on the 9th floor. Procurement is needed so that patients may undergo ocular surgery with continuity of care at East Orange VA Medical Center. The Governent intends to award a firm-fixed-price contract for a commercially available Leica PROVEO 8 microscope.
Objectives: The ophthalmology surgical microscope is a specialized ophthalmic equipment which must have reliable patient safety profile during surgery, and which can be adjusted for the varied ophthalmic diseases seen in the Eye Clinic. It must be adjustable for patients with different intraocular measurements to optimize surgical visualization. It also must be able to provide stable light deliverance, sustainable magnification pattern for treatment of ocular diseases, and efficient binocularity of ocular tissue. It must have technology for customizing corneal patterns for specific patient treatment. The system must be ergonomic for patient body habitus and surgeon s maneuverability.
The vendor will do the installation, calibration and provide clinical support training.
The equipment does not connect to the VA network. It s a free-standing surgical device.
Period of Performance: Within 45 days after receipt of order (ARO).
