Guilford County Purchasing Department is soliciting proposals from qualified firms to provide consultation,
legal advice, and representation in all appeals arising under Article 44, Chapter 7B of the North Carolina
General Statutes. Represent the County on Appeals from orders entered in cases arising out of Chapter 7B of
the North Carolina General Statutes to the North Carolina Court of Appeals and North Carolina Supreme
Court where Guilford County Division of Health & Human Services is either the appellant or appellee. The
County invites all interested and qualified firms who meet the requirements of this RFP to submit a response.
Both federal and state funds may be used in this procurement. All contractors and approved subcontractors
must comply with all applicable federal and state laws, regulations, executive orders and conditions of the
identified funding source. The contract will be awarded as a Fixed-Price or Not to Exceed. Provider(s) will
need to be licensed to do business in North Carolina and certify that they are NOT debarred from doing
business with the Federal government.
A non-mandatory Pre-Proposal ZoomGov Meeting will be held on Wednesday, August 19, 2026, at 10:00
A.M. You may join the ZoomGov Meeting from your computer, tablet or smartphone.
During the bidding period questions will be taken until 2:00 P.M., on Tuesday, August 25, 2026. All
questions pertaining to this RFP must be emailed to the Guilford County Purchasing Department at
DG_Purchasing@guilfordcountync.gov.
All bidding documents, drawing and specifications are available for viewing on Guilford County’s Vendor
Self Service automated bidding system at: https://guilfordcountync.munisselfservice.com
Guilford County reserves the right to reject any or all bids and to waive informalities.
