Project Description: The Sacramento Public Library Authority (SPLA) is seeking proposals from qualified and experienced legal service providers to enter into a Professional Services Agreement for the provision of comprehensive legal counsel. At the time of the release of this RFP, eligible firms must have an established Headquarters or Main Office located within 50 miles of the Central Library (828 I Street, Sacramento, CA 95814), which constitutes the SPLA’s designated service area. Proposals from firms located outside this service area will not be considered. The selected provider will be expected to deliver a broad range of legal services, including but not limited to: serving as general counsel to the Library Authority, preparing and reviewing contracts and other legal documents, supporting labor negotiations, and advising on special projects or public agency matters as needed.
The Library is accepting proposals for an initial three-year contract beginning July 1, 2025, with the possibility of two (2) additional one-year renewal terms, at the sole discretion of the Library. If all renewal options are exercised, the final contract term will conclude June 30, 2030. These dates are subject to change.
The selected firm will work in close collaboration with the Library’s Executive Team, Administration, Human Resources Department, and other departments to provide timely, practical, and expert legal guidance that supports the Library’s operations, strategic goals, and compliance obligations. The SPLA encourages proposals from firms with demonstrated expertise in public sector law, labor and employment matters, contract law, and general counsel services for government agencies.
It will be required for legal counsel to physically attend meetings, including but not limited to the monthly Authority Board Meetings. In the event of an emergency, it is expected that legal counsel have the ability to report to the Central Library within an hour.
