REQUEST FOR QUALIFICATIONS

The Board of Preble County Commissioners is seeking proposals from firms interested
in providing administration of the Community Development Block Grant (CDBG) CHIP
Program.

This request for qualifications requires firms to provide the Board with information
concerning the firm's qualifications and ability to perform the work. The firm shall
provide this information in their response to the Request for Qualification, which must be
completed and sent to the Preble Commission office in a sealed envelope labeled
"Application and Administration of FY2026 CHIP Funds" offers are invited to submit one
(1) original and four (4) copies of their proposal, to be received by Wednesday, May 27,
2026, at 4:00 p.m. local time, to Attn: Sarah Farno, Preble County Commission, 101
East Main Street, Eaton, Ohio 45320.

The County will evaluate the proposals based on criteria stated in the Request for
Qualifications.

The Board reserves the right to reject any and all proposals submitted in response to
this request, in whole or in part; to waive any and all informalities or irregularities in any
proposals; to accept the proposal the Board deems most favorable to the Board; and to
negotiate contract terms with the successful firm.

REQUEST FOR QUALIFICATIONS

Pursuant to the Ohio Department of Development (ODOD) requirements, Preble County is soliciting
information from nonprofit organizations relevant to their work capabilities and qualifications to
administer a Preble County Comprehensive Housing Improvement Program (CHIP) and the Fair
Housing Program Component for the CHIP Program for all of Preble County, including the City of
Eaton. Preble County intends to apply for funding from the Ohio Department of Development's
(ODOD) FY 2026 CHIP Program in the approximate amount of $700,000.00. Administration and
implementation costs for this program will be provided through the CHIP funding, if awarded. CHIP
funding allows a maximum 12% of the total CDBG CHIP grant for administration and a maximum of
10% of the total HOME CHIP grant for administration. The County may retain a portion of the
administration dollars for oversight of the grant. The funding amounts and type of proposed projects
that were identified in the initial application may be submitted are:

Tenant-Based Rental Assistance (TBRA) - HOME Funds

Allocated Amount: $205,000

TBRA assistance will be provided in accordance with HOME Program regulations to eligible
households within Preble County, including the City of Eaton.

Home Repair and Rehabilitation - CHIP Funds

Allocated Amount: $495,000

Funds will be used to provide housing repair and rehabilitation assistance to income-eligible
homeowners to address health, safety, code compliance, accessibility, and housing sustainability needs.
The total anticipated program funding equals $700,000.

All responses to the Request for Qualifications (RFQ) must be submitted, with (4) additional copies,
to the Board of Preble County Commissioners at 101 East Main Street, Eaton, Ohio 45320 by no later
than 4:00 p.m. on Wednesday, May 27, 2026. Following is the Scope of Work to be provided for the
proposed program:

COMMUNITY HOUSING IMPROVEMENT PROGRAM

The Non-profit organization will be expected to administer the Preble County CHIP program to meet
at a minimum, the requirements of the U.S. Department of Housing and Urban Development (HUD)
Community Development Block Grant (CDBG) Program (Small Cities Program), the Department's.
HOME Program, and all related Federal Regulations.

These requirements include but are not limited to the ability to:

> Prepare and assist in the submission of the FY2026 CHIP application on behalf of Preble
County to ODOD. Application is due June 19, 2026.

> Schedule, publicize and conduct public meetings to announce the availability of funds through
the CHIP program.

> Develop an application process to solicit applicants, and to assess their qualifications, their

need and their suitability to participate in the program.

Prepare the Environmental Review Record for the program, including the Tier 2 reviews

needed for Home Repair projects. This will be submitted to the commission office for final

approval.

> Establish a system to certify contractors to work on the program.

> Be able to provide home inspection services as needed for the CHIP projects, including lead
assessment/abatement, preparation of repair/rehabilitation specifications, prepare bid
documents and assist owners in bidding of projects, inspection of the homes to be rehabbed
before work begins, during construction, and after construction is complete, but before
payments have been approved, preparation of "punch lists" upon project completion, and
follow-up inspections as needed throughout the program.

> Create a complaint and appeals procedure to address problems with program applicants and
participants.

> Establish and maintain a record-keeping system acceptable to the Ohio Department of
Development and Preble County.

FAIR HOUSING PROGRAM COMPONENT

The expected product of the Preble County Fair Housing Program shall meet, at a minimum, the
requirements of the U.S. Department of Housing and Urban Development's Community Development
Block Grant (CDBG) Program (Small Cities Program).

The requirements include, but are not limited to the ability to:

> Schedule, publicize and conduct public meetings in neighborhoods benefiting from CHIP funds
per the requirement of HUD.

> Actas Preble County's point of contact for Fair Housing complaints concerning the CHIP
program, and undertake the necessary research, investigation and follow-up activities needed to
resolve these complaints.

> Provide reports, as needed, to designated individuals or offices, detailing Fair Housing
activities undertaken in and for Preble County.

INFORMATION SOUGHT FROM APPLICANT

Please submit the following information regarding your agency's qualifications to perform the services
identified in the above Scope of Work. This list is not exclusive and your agency is encouraged to
submit other pertinent information that will assist the Preble County Commissioners in evaluating your
agency's qualifications to perform the required services in a professional, cost-effective and timely
manner:

1. General background of agency, number of years in operation, and other services
provided including any which might represent a conflict of interest;

2, A list and description of publicly funded projects that your agency has been directly
involved with, by type and dollar amounts, which are similar to this project:

3% Professional staff resumes including years of experience primarily involved in Public
Housing and support activities, indicating which staff would specifically be involved in
providing professional services to Preble County;

4. Experience in providing professional assistance to similar projects, in the immediate
area of Eaton and/or Preble County, of similar sizes, locations and characteristics;

Ss Proximity of agency's office to Preble County;

6. A list of any activities that would be subcontracted and the proposed
subcontractors/consultants.

7. Professional references for agency, staff, and any subcontractors/consultants who would
be involved in the project;

8. Evidence of experience with home repair contractors, building inspections, lead-based
paint inspections, and public assistance programs including controlling costs and
meeting associated costs as budgeted on projects with which your agency has been
directly involved;

9 Evidence of meeting schedules/deadlines on projects with which your agency has been
directly involved;

10. Financial statement of agency, agency's budget, staffing structure, and evidence of the
amount and type of liability insurance that your agency carries; and

ll. Experience of your agency in administering CHIP Programs or similar housing
programs including a list of other communities for which your agency provides CHIP or
housing program administration and support, and a contact person and phone number.

REVIEW CRITERIA
The Board of Preble County Commissioners will review all applications submitted and will rank the

submittals based on the information submitted as requested above.
