The City of Los Angeles Harbor Department (Harbor Department) invites the submi al of
proposals from qualified entities and/or operators (Proposer) for the operation and maintena ce of
commercial space maritime-related business or visitor serving business. Available sp ce is
approximately 4,448 square feet on the first floor of the commercial building and adjacen non-
exclusive use of the parking lot.
The successful proposer shall be granted a permit after all necessary approvals have been
obtained. Instructions and forms to be used in preparing the proposal are found in the infor ation
included in the Request for Proposals (RFP).

1. INTRODUCTION
1.1 Overview of Commercial Space Operations Opportunity
The Waterfront and Commercial Real Estate Division of the City of Los Angeles
Harbor Department (Harbor Department) is soliciting proposals from qualified businesses
that engage in serving the local commercial fishing related business, visitors to the Port of
Los Angeles, and/or perform or support any maritime-related activities, organizations or
tasks. Applicants (“Proposers”) to occupy improvements at the space previously occupied
by Canetti’s Seafood in the former United States Immigration Station located at 309 E.
22nd Street, San Pedro, CA 90731 (See Exhibit A).
All Proposers must be currently licensed or compliant with all local, state and
federal laws and regulations that pertain to their business operations. Proposers shall be
able to demonstrate ability to conduct its operation in a first-class and professional
manner, and present achievable plans for the Harbor Department’s vision for the Port of
Los Angeles.
The term of the contract resulting from this Request for Proposals (RFP) may vary
based on the proposal and the proposed investment. Attached is the Harbor Department’s
standard Permit Template (Attachment 1) for your reference, which is a sample of the
contract that successful proposer will enter into.
1.2 The Port of Los Angeles
The Port of Los Angeles, Southern California’s gateway to international commerce, is
located in San Pedro Bay, 20 miles south of downtown Los Angeles. This thriving seaport
not only sustains its competitive edge with record-setting cargo operations, but is also
known for its groundbreaking environmental initiatives, progressive security measures and
diverse recreational and educational facilities.
The Port of Los Angeles encompasses 7500 acres, covers 43 miles of waterfront and
features 27 cargo terminals, including container, dry and liquid bulk, breakbulk, warehouse
and automobile facilities. Combined, these terminals handle approximately 176 million
metric revenue tons of cargo annually. In 2017, the Port moved 9.3 million TEUs,
maintaining its rank as the number one container port in the United States.
The Port of Los Angeles has a strong commitment to developing innovative strategic
and sustainable operations that benefit the economy and the quality of life for the region
and the nation it serves. As the leading seaport in North America in terms of shipping
container volume and cargo value, the Port generates 954,000 regional jobs and $35
billion in annual wages and tax revenues. A proprietary department of the City of Los
Angeles, the Port is self-supporting and does not receive taxpayer dollars.

1.3 The Former U.S. Immigration Station
The former United States Immigration Station (Immigration Station) was constructed
in 1921 to accommodate the influx of immigrants arriving in California. Located at 309 E
22nd Street, the U.S. Immigration Station is a two-story plaster over wood frame building
that measures 120 feet by 55 feet and originally designed for utilitarian use. Due to
immigration quota laws in the early 1920s and the Great Depression, the Immigration
Station only processed a limited number of immigrants. The building was then remodeled
for commercial use in 1950. The U.S. Immigration Station is now a property that is eligible
for the National Register of Historic Places. As such, the National Register of Historic
Places must process and approve significant improvements.
The total square footage of the first floor of the building is approximately 6,691 and it
has been reconfigured into separate units throughout the years to accommodate multiple
tenants. Canetti’s Seafood occupied the ground floor from 1949 to 2009 and became an
important part of the Port’s cultural heritage. The second floor has been used for general
office activities since 1950. Starting in 2018, the upstairs portion and part of the first floor
will be occupied for general office use by a separate tenant for at least ten years. The new
tenant will begin their own tenant improvements later this year.
This RFP is for a portion of the first floor of the Immigration Station, formerly
occupied by Canetti’s Seafood and the adjacent unit area measuring a total of
approximately 4,448 square feet.
2. LEASE ELEMENTS
2.1 Site Description
The successful proposer (Tenant) will be granted use of approximately 4,448 square feet
of commercial space on the first floor the Immigration Station.
Premises – See Exhibit B:
Building: Parcel 10: Approximately 4,448 square feet on the first floor of the
Immigration Station.
Parking:
Non-exclusive use of 23 parking spots along the perimeter of
the building as well as access to the public parking lot north of
the building.
The Tenant will have rights to use the portion of the first floor for their business
operations. Previous tenants have modified the layout of the subject premise with walls
throughout the years. Parcel 10 available to the Tenant combines two previously
separated commercial spaces. Currently, a hallway connects the two spaces. The Premise
has restroom facilities, ventilation for kitchen facilities, freezer room, storage rooms, and
multiple points of entry for the Tenant to access the space. Parking is shared with other
tenants of the former Immigration Station and the San Pedro Municipal Fish Market in
public stalls located around the building as well as in a public parking lot located north of
the former Immigration Station.
