All interested parties are invited to attend the Bid Opening on the same day at 10:00 a.m. in the City of
Kenner, Building D Auditorium, 1610 Rev. Richard Wilson Drive, Kenner, Louisiana, at which time the
bids will be publicly read. There will be an optional pre-bid meeting on May 14, 2026 at 10am in the City
of Kenner Building D Auditorium, 1610 Rev. Richard Wilson Drive, Kenner, LA 70062. The site visits
will be held at each location on May 14, 2026 from 11:00am-12:30pm. All interested bidders are encouraged
to attend.

INSTRUCTIONS TO BIDDERS
B-1 Questions. Bidders should email all questions to FinContracts@kenner.la.us no later than FIVE (5)
working days prior to bid opening. All questions will be answered by addenda to all parties recorded as
having received the bidding documents. Only answers furnished by formal written Addenda will be binding.
Oral and other interpretations or clarifications will be without legal effect.
B-2 Bid Format. All bids must be written in ink or typewritten and signed by a member of the entity or
authorized representative. Bids may not be corrected or altered by erasure, strikethrough, or any other means
unless each correction is initialed by the Bidder.
B-3 Price. The City of Kenner will accept one price for each item unless otherwise indicated. Two or
more prices for one item will result in bid rejection. Failure to bid on an item will also result in rejection of
the bid. The contractor's estimate for this project is $75,000.00.
B-4 Brand Names. Where brand names and stock numbers are specified, it is for the purpose of
establishing certain minimum standards of quality. Bids may be submitted for products of equal quality
provided brand names and stock numbers are specified.
B-5 New Materials. All materials and/or products must be new and of current manufacturer, unless
otherwise stated.
B-6 Product Data. Complete product data of equal products may be required prior to award. All items
appearing in the manufacturer's regularly published specifications furnished by the Bidder are assumed to
be included in the Bidder's proposal. Any additions, deletions, or variations from manufacturer's regularly
published specifications must be outlined in an attached letter. Minor deviations from these specifications,
which do not impair comparative functional equivalency will be accepted.
B-7 Local Preference. By statutory authority, preference is hereby given to materials, supplies, and
provisions produced, manufactured or grown in Louisiana, quality being equal to articles offered by
competitors outside of the State (LA R.S. 38:2252).
B-8 Bid Awards. The City of Kenner reserves the right to award contracts or place orders with the lowest
responsive bidder, who is within the cost reasonableness, on a lump sum or individual item basis or such
combination as shall in its judgment be in the best interest of the city. Awards will be based on compliance
with the specifications and the delivery and/or completion date.
B-9 Delivery Charges. Freight charges should be included in total cost when quoting. If not quoted FOB
DELIVERED, freight must be quoted as a separate item. Bid may be disqualified if not quoted FOB
DELIVERED or if freight charges are not indicated on bid form.
B-10 Estimated Quantities. Quantities listed are for bidding purposes only. Actual requirements may be
more or less than quantities listed.
B-11 Price Extensions. In case of an extension error the unit price shall prevail.

B-12 Withdrawal. All bids submitted shall remain binding and may not be withdrawn for a period of forty-
five (45) days after the scheduled closing date for receiving bids, except as provided for in La R.S.
38:2214(C) & (D).
B-13 Bidder Certifications. By submitting a bid, the bidder certifies that it has a) carefully examined and
understands the Bidding Documents, b) has not received, relied on, or based his bid on any verbal instructions
contrary to the Bidding Documents or any addenda, c) has personally inspected and is familiar with the
project site, and hereby proposes to provide all labor, materials, tools, appliances and facilities as required
to perform, in a workmanlike manner, all work and services for the construction and completion of the
referenced project all in strict accordance with the Bidding Documents prepared by the City of Kenner. The
bidder further if awarded they agrees to the agreement term and condition set out in these bid documents.
B-14 Acceptance of Bids. The acceptance and rejection of bids will be in accordance with the Louisiana
Public Bid Law. Kenner will consider compliance with the prescribed requirements, the qualifications of the
Bidders, and price to determine the lowest responsive and responsible Bidder for award.
Documentation Required for Bid Submission
B-15 Louisiana License Requirements. Bidder will obtain licensing in accordance with LA R.S. 37:2150
- 2173 prior to submitting a bid. Bidder will display its license number on the bid envelope. In the case of
an electronic bid proposal, Bidder may submit an authentic digital signature on the electronic bid proposal
accompanied by the contractor's license number. If the bid does not display the contractor's license number
on the bid envelope, the bid shall be automatically rejected, returned to the bidder marked "Rejected", and
not be read aloud.
B-16 Bid Security. If Bidder's Bid is $250,000.00 or more, Bidder must submit Bid Security in the form
of bid bond, cashier's check, or certified check in the amount of 5% of the contract price in favor of the City
of Kenner. If submitting Bid electronically, a bid bond is the only acceptable form of bid security. The Bid
Security shall be forfeited to the Owner if the Bid is accepted and the Bidder should fail to enter into an
Agreement.
B-17 Corporate Resolution. If someone other than the corporate officer signs for the Bidder/Contractor, a
copy of a corporate resolution or other signature authorization shall be required for submission of bid. Failure
to include a copy of the appropriate signature authorization, if required, may result in the rejection of the bid
unless bidder has complied with La. R.S. 38:2212(A)(l )(c) or RS 38:2212 (0). Bidders may use the form
provided and attach to the proposal if needed.

LEAD SAFE HAZARD REDUCTION CONTRACT
BETWEEN
THE CITY OF KENNER

This LEAD HAZARD REDUCTION GRANT CONTRACT (the "Contract") is made and entered into
on the latest date indicated below by and among the CITY OF KENNER, (hereinafter the "City"),
______________________, represented by Dwan Jones, as authorized by Ordinance Number
12066, _________________________, Successful Bidder for Sealed Bid 26-______, (hereinafter
the "Contractor") with an office and principal place of business located
__________________________________________, with a mailing address located at
_______________________ and _______________________ (hereinafter the "Homeowner" or
"Program Participant"), an individual or his/her/their heirs or assigns, with a primary residence
located at _________________________.
WHEREAS, the City has been allocated funding from the United States Department of Housing &
Urban Development Office of Lead Hazard Control and Healthy Homes for the purposes set forth
in this contract; and,
WHEREAS, the Homeowner has been deemed eligible for assistance for the purpose of reducing
lead hazards at the home located at _____________________________ based on a review of
their application for rehabilitation; and,
WITNESSETH, that Contractor and Owner, for the considerations stated herein, mutually agree
as follows:
ARTICLE I. STATEMENT OF WORK: The City will conduct all monitoring, inspecting, and
technical assistance to the Contractor. The Contractor shall furnish personnel, labor, materials,
machinery, tools, equipment, fixtures, and services, including transportation services, and
workmanlike manner of the properties described in the Scope of Work acknowledgments and
Technical Specifications, all in strict accordance with the Contract Documents for Lead Safe
Hazard Reduction (enumerated below), including all addenda and appendices thereto.
ARTICLE II. CONTRACT PRICE: The City shall pay the Contractor for the full performance of the
Contract, in current funds, subject to additions and deductions as provided in Section 14 "Changes
in the Work Specifications" under General Conditions, the sum of $___________.
ARTICLE III. CONTRACT DOCUMENTS: The executed Contract Documents for Lead Safe
Hazard Reduction shall consist of this Contract, Bid Proposal, General Conditions, Scope of Work
(SOW) Acknowledgment, Notice to Proceed, and Drawings, Addenda, Appendices, and Change
Orders, if any.

ARTICLE IV. INSPECTION: Allow the designated employee(s) of the City access to the property
during the term of this agreement to perform inspection(s) to ensure compliance with this
Agreement and site inspection as necessary to the scope of work.
GENERAL CONDITIONS
Section 1. RESPONSIBILITY
The Contractor shall be wholly responsible for the proper completion of all work to be performed
under the Contract. Further, the Contractor shall be as responsible for the acts and omissions of
its Subcontractors and of persons either directly or indirectly employed by them, as it is for the acts
and omissions of persons, he/she has directly employed. The Contractor shall be responsible for
all safety precautions in connection with this work. The Contractor shall take all legally required
and reasonable precautions for the safety of all employees on the work and other persons who
may be affected thereby.
Section 2. CONTRACTOR AND SUBCONTRACTORS
The Contractor and Subcontractors shall be bound by the terms and conditions of the Contract
insofar as it applies to their work, but this shall not relieve the Contractor and Subcontractor from
their responsibilities to the Owner under the Contract, and they shall not be released from their
responsibilities by any Subcontract Agreement they may make with others. The Contractor and
Subcontractor shall cause appropriate provisions to be inserted in all subcontracts so as to require
compliance by each Subcontractor with applicable provisions of the Contract.
Section 3. COORDINATION OF THE WORK
The City shall be responsible for coordinating the work activities and inspections of the Contractor,
and their own work crews engaged under the Contract so that all work is accomplished in a timely
manner with as little inconvenience as possible to the property occupants and in accordance with
the project specifications and existing code requirements.
Section 4. LICENSES AND CERTIFICATIONS
The Contractor must have valid licenses with the State of Louisiana Department of Environmental
Quality (LDEQ) and the Louisiana State Licensing Board for Contractors (LSLBC). Additionally,
the Contractor shall have a valid occupational license with the city where the principal office is
located. All work performed by Contractor and Subcontractor must be performed using lead-safe
work practices in accordance with the hazard communication standard for the construction industry
issued by the Occupational Safety and Health Administration of the United States Department of
Labor as well as the Guidelines for the Evaluation and Control of Lead-Based Paint Hazards
in Housing issued by the United States Department of Housing and Urban Development.
Section 5. THE WORK AND QUALITY OF WORK
a. All work shall be performed in a good workmanlike manner to present a finished product,
whether or not each item is specifically stated or not, complying with good construction
practices, using good quality new materials, manufacturers' recommendations for
production, use, and/or installation of materials, and work write-up specifications.
