Sealed bids for a Lump Sum subcontract are invited from prequalified Toilet Accessories, Building
Specialties, & Window Treatments subcontractors (hereinafter “Subcontractors”) for the following work:

PREQUALIFICATION REQUIREMENTS:
On April 12, 2019, prequalification documents will be available to intending subcontractor bidders online at
www.smartbidnet.com (each bidder must contact PCL Construction Services, Inc. to obtain access to view
and download the prequalification documents). Subcontractors who hold a B or D34 license and who have
already successfully prequalified with PCL Construction Services, Inc. are not required to resubmit
prequalifications. All other subcontractors shall submit their prequalification to Kelsey Lew, at 323-419-2931
or KelseyLew@pcl.com. Prequalification documents are to be submitted no later than Tuesday, April 16,
2019 at 2:00 PM. Only subcontractors who successfully prequalify will be allowed to submit a bid.
There will be no prequalification conference for this bid package.
As part of the prequalification, Subcontractor shall acknowledge that PCL Construction Services, Inc. has
signatory agreements with the carpenters, laborers, and cement masons.
DESCRIPTION OF WORK:
General Description: This project is a new housing development at 10995 Le Conte Avenue. This Project
shall accommodate up to 1,159 upper-division undergraduate beds in apartment units. The unit types
shall be a combination of one-, two-, three- and four-bedroom apartments, with the majority of them 2
Bedrooms/6 Beds. Student support space shall include common study, meeting, mailroom and laundry
facilities. The existing UNEX building, a 95,000-gsf office and classroom building built in 1971, shall be
demolished to make room for the new development. The development shall consist of a single building
with heights varying from 9 to 17 stories. The building shall total to approximately 302,000 gsf and be
Type-I high-rise construction. The Project shall comply with the University of California Policy on
Sustainable Practices and achieve a minimum LEED – NC Silver and target to achieve a LEED – NC
Gold Certification rating.
The Anticipated Prime Contract Value is $160,000,000.00.
The University has bid and awarded a CM at Risk Contract to PCL Construction Services, Inc. (hereafter
"CM/Contractor"). CM/Contractor is responsible for bidding and awarding all subsequent subcontractor
packages, including this package. The successful Subcontractor Bidder shall sign a Subcontract
Agreement directly with CM/Contractor, and shall be bound by all the terms of the contract between
University and CM/Contractor. Refer to the specification book dated November 2017, which contains the
contract between University and CM/Contractor, attached to the subcontract bidding documents and
incorporated by this reference.
Bid Package 32 30 - Toilet Accessories, Building Specialties, & Window Treatments (this contract):
This Bid Package consists of providing all toilet accessories, building specialties, & window
treatments as described below.
The estimated construction cost of this bid package is $170,589 $637,648.

RFI PROCEDURES: Any questions related to the bidding documents shall be submitted in the form of an
RFI. All RFI’s are to be emailed to Kelsey Lew, at 323-419-2931 or KelseyLew@pcl.com. The deadline
for Prequalification RFI submission is Friday, April 12, 2019 at 5:00 PM Tuesday, April 16, 2019 at 5:00
PM.
BID DEADLINE: Bids will be received only at the following location:

and must be received at or before:
Friday, April 19, 2019 – 10:00 AM
MANDATORY PRE-BID CONFERENCE:
A mandatory Pre-Bid Conference will be conducted on Tuesday, April 9, 2019, beginning promptly at
10:00 AM. An additional conference is being provided on Tuesday, April 16, 2019 beginning
promptly at 10:00 AM. Only Subcontractor bidders who participate in the Conference in its entirety will
be allowed to bid on the Project as Toilet Accessories, Building Specialties, & Window Treatments
subcontractors. Subcontractors are only required to attend (1) of these conferences. Participants
shall meet at 750 Gayley Ave. Los Angeles, CA 90024. For further information, contact Kelsey Lew at

LICENSE REQUIREMENTS:
The successful Bidder will be required to have the following California current and active contractor's
license at the time of submission of the Bid:
D24 B or D34
Every effort will be made to ensure that all persons have equal access to contracts and other business
opportunities with the University within the limits imposed by law or University policy. Each Bidder may be
required to show evidence of its equal employment opportunity policy. The successful Bidder and its
subcontractors will be required to follow the nondiscrimination requirements set forth in the contract
between the University and the CM/Contractor and to pay prevailing wage at the location of the work.
The work described in the contract is a public work subject to section 1771 of the California Labor Code.
No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the
performance of, any portion of this project, unless registered with the Department of Industrial Relations
pursuant to Labor Code section 1725.5 and 1771.1.
This project is subject to compliance monitoring and enforcement by the Department of Industrial
Relations.
The successful Bidder shall pay all persons providing construction services and/or any labor on site,
including any University location, no less than the UC Fair Wage (defined as $13 per hour as of 10/1/15,
$14 per hour as of 10/1/16, and $15 per hour as of 10/1/17) and shall comply with all applicable federal,
state and local working condition requirements.
