1. INTRODUCTION
The Northern California Power Agency (“NCPA” or “Agency”) is a joint powers agency, a
public entity established under California Government Code sections 6500 et seq. NCPA was
established in 1968 by a consortium of locally owned electric utilities to make joint
investments in energy resources that would ensure an affordable, reliable, and clean supply
of electricity for customers in its member communities.
NCPA members include municipalities, a rural electric cooperative, and other publicly
owned entities for which the not-for-profit agency provides such services as the generation,
purchase, aggregation, scheduling, and management of electrical energy. NCPA Members
are: the Cities of Alameda, Biggs, Gridley, Healdsburg, Lodi, Lompoc, Palo Alto, Redding,
Roseville, Santa Clara, Shasta Lake, and Ukiah, the Plumas-Sierra Rural Electric Cooperative,
the Port of Oakland, the San Francisco Bay Area Rapid Transit District, and the Truckee
Donner Public Utility District (individually referred to as “Member” or collectively as
“Members” hereafter).
Agency and certain NCPA Members participate in the California Air Resources Board’s
(CARB) Low Carbon Fuel Standard (LCFS) program as opt-in reporting entities, and generate
one or more of the following types of credits: base credits, incremental, non-residential,
metered residential, fixed guideway, eOGV, and forklift. While Agency and NCPA Members
primarily generate electricity credits, some also participate in the LCFS as obligated entities
and report for other fuel types.

one or more of the following services:
I. Independent Verification Services
II. LCFS Aggregation Services
III. Fuel Pathway Services
IV. Additional Services Related to the LCFS Program
Any enabling agreement entered into by NCPA pursuant to this RFP would be utilized
directly by interested Members or Agency to serve their respective needs. NCPA may enter
into enabling agreements for one or multiple services, as defined below.
