The St. Lucie County Fire District (SLCFD) will receive sealed proposals for the following:

ST. LUCIE COUNTY FIRE DISTRICT
LAWN & LANDSCAPE MAINTENANCE CONTRACT
The Logistics Division of the Fire District at 5160 NW Milner Drive, will receive sealed proposals
until 10:00 a.m., Monday, June 29, 2026.
A public meeting will be held at 10:00 a.m., Monday, June 29, 2026, at the Fire District Administrative
Complex at which all proposals will be publicly opened. Any proposal received after the specified
deadline may be deemed non-responsive and may not be opened or considered by the District.

GENERAL CONDITIONS
A. GENERAL INSTRUCTIONS
1. INSTRUCTIONS, FORMS, AND SPECIFICATIONS:
1.1 Instructions, forms, and specifications may be downloaded from our website
www.slcfd.com or www.demandstar.com
1.2 All proposals are to be submitted on and in accordance with forms for this
purpose which are available at the websites listed above. Additional supplementary
documentation when requested shall be submitted on the vendor's letterhead.
1.3 All proposals are to be submitted in a sealed, plainly marked envelope labeled with the RFP
26-0601.
1.4 All proposals must be signed by an authorized officer or agent of the company submitting the
proposal and delivered in sealed envelopes to the Logistics Division, 5160 NW Milner Drive,
Port St. Lucie, Florida, 34983, no later than the time and date indicated above. Proposals
received after the time and date indicated above will not be considered.
1.5 Additional information or clarification of any of the instructions or information contained
herein may be obtained from the Logistics Division.
1.6 Any vendor who finds a discrepancy in, or omission from the specifications, or is in doubt as
to their meaning, or feels that the specifications are discriminatory, shall notify the Logistics
Division Chief in writing not later than ten (10) days prior to the scheduled opening of the
proposals. Exceptions taken do not obligate the District to change the specifications. The
Logistics Division Chief will notify all vendors in writing, by addendum duly issued, of any
interpretations made of specifications or instructions.
1.7 The District will assume no responsibility for oral instruction or suggestion.
All official correspondence in regard to the specifications should be directed to, and will be
issued by, the Logistics Division Chief Mike Walker.
2. PROPOSAL DEPOSIT: NOT REQUIRED
3. AWARD OF CONTRACTS:
3.1 The Logistics Division Chief shall recommend award of the contract to the Fire Board after
the public opening of the proposals.
3.2 Any other considerations for the award will be stated in the specifications.
4. RESERVATIONS:
4.1 The District reserves the right to reject any or all bids/proposals or parts of bids/proposals
when, in the District's reasoned judgment, the public interest will be served thereby.
4.2 The Logistics Division Chief, with the approval of the Fire Board of Commissioners, may
waive formalities or technicalities in proposals as the interest of the District may require.
4.3 The District reserves the right to add or remove service locations during the contract term in
accordance with the pricing provisions of this solicitation.
4.4 The District may waive minor differences in specifications provided these differences do not
violate the specification intent nor materially affect the operation for which the item or items
are being purchased, nor increase estimated maintenance and repair cost to the District.
5. DELIVERY:
5.1 Vendors shall guarantee delivery of services in accordance with such delivery schedule as
provided in the specifications and proposal.
6. COMPETITION:
To better ensure fair competition and permit determination of the lowest responsive and
responsible vendor, proposals which show any omission, irregularity, alteration of forms,
additions not called for, conditional or otherwise unresponsive proposals, or proposals obviously
unbalanced may be rejected.
7. PROTEST:
Any actual or prospective bidder or proposer who believes it is aggrieved in connection with this
solicitation or proposed award may file a protest with the Logistics Division Chief in accordance
with the St. Lucie County Fire District Procurement Policy and Procedure Manual.
Protests shall be submitted in writing within three (3) business days after the Notice of Intent to
Award is posted. The protest shall include:
1. The name, postal address, email address, and telephone number of the Protestor;
2. The solicitation title and number;
3. A concise statement of the grounds and supporting evidence for the protest, including
applicable facts, rules, regulations, statutes, or other legal authority;
4. A statement of the specific ruling or relief requested; and
5. Signature of the Protestor or authorized representative.
The Logistics Division Chief shall investigate the protest and attempt to resolve the matter
informally. If the protest is not resolved informally, the Logistics Division Chief shall issue a
written decision in accordance with the Procurement Policy and Procedure Manual.
Any appeal of the protest decision must be filed in accordance with Section 12.02 of the
Procurement Policy and Procedure Manual, including any applicable protest bond requirements.
Failure to comply with the protest procedures and timelines established in the Procurement
Policy and Procedure Manual may result in rejection of the protest.
8. DISPUTES:
Claims or disputes arising from a fully executed contract shall be handled in accordance with
Section 16.08 of the St. Lucie County Fire District Procurement Policy and Procedure Manual.
Prior to filing a formal claim or dispute, the parties shall first attempt to resolve the matter
informally. If informal resolution is unsuccessful, the supplier may submit a formal written claim
or dispute to the Logistics Division Chief within thirty (30) calendar days after notice that the
matter cannot be resolved informally.
The formal claim or dispute shall include all information and supporting documentation required
by the Procurement Policy and Procedure Manual.
Pending final resolution of any dispute or claim, the supplier shall continue performance of the
contract unless otherwise agreed in writing by the Fire District.
The Logistics Division Chief shall issue a written determination regarding the claim or dispute in
accordance with the Procurement Policy and Procedure Manual.
9. AUTHORITY:
Instructions, specifications, and proposals are issued, and all bids, quotations, orders, and
purchases are made pursuant and subject to the provision of the St. Lucie County Fire District
Purchasing Manual as prescribed by the District.
10. EXCEPTIONS:
The submission of a proposal shall be considered an agreement to all the terms, conditions, and
specifications provided herein and in the various proposal documents, unless specifically noted
otherwise in the proposal.
11. NON-WAIVER:
Any waiver or any breach of covenants herein contained to be kept and performed by the vendor
shall not be deemed or considered as a continuing waiver and shall not operate to bar or prevent
the St. Lucie County Fire District from declaring a forfeiture for any succeeding breach either of
the same condition of covenant or otherwise.
B. PROPOSAL APPLICATION
1. APPLICATION:
The work shall be performed at the locations specified on the specification sheet.
2. CONTRACT ADMINISTRATION:
Questions concerning this request for proposal should be submitted in writing and addressed to
Division Chief Michael Walker via email at mwalker@slcfd.org.
3. BID DEPOSIT: NOT REQUIRED
4. PERFORMANCE BOND: NOT REQUIRED
5. LABOR AND MATERIAL BOND: NOT REQUIRED
6. PRE-BID CONFERENCE/SITE VISIT:
6.1 Each vendor must completely satisfy themselves to the exact nature and existing conditions
of the fire district's installation sites and requirements of the specifications for extent and
quality of work to be performed. Failure to do so will not relieve the successful vendor of
their obligation to carry out the provisions of the contract.
6.2 Pre-bid site visits are voluntary and shall be completed by the vendor at the vendor's own
discretion. Vendors shall ensure that site visits do not interfere with fire district operations or
station personnel.
7. VENDOR'S QUALIFICATIONS:
7.1 Vendors shall demonstrate a minimum of three (3) years of experience providing services
similar in scope and nature to those specified herein. Experience may include that of the
business entity, principal owner, or key personnel.
7.2 All vendors must complete the attached Vendor's Qualification Information Sheet.
7.3 The District reserves the right to perform such investigation as may be deemed necessary to
ensure that competent personnel and management will be utilized in the performance of the
contract.
7.4 The St. Lucie County Fire District reserves the right to check all references furnished and
consider the response received in determining the award of this contract. Respondent is
hereby notified that Section 287.05701, Florida Statutes, requires that the District may not
request documentation of or consider a vendor's social, political, or ideological interests
when determining if the vendor is a responsible vendor.
7.5 No contract will be awarded except to responsible vendors capable of performing the
specified services.
8. INDEMNITY:
8.1 If a contract is awarded, the successful vendor will be required to indemnify and hold the
District harmless from and against all liability and expenses, including attorney's fees,
howsoever arising or incurred, alleging damage to property or injury to, or death of, any
person, arising out of or attributable to the vendor's performance of the contract awarded.
8.2 Any property or work to be provided by the vendor under this contract will remain at the
vendor's risk until written acceptance by the District; and the vendor will replace, at vendor's
expense all property or work damaged or destroyed by any cause whatsoever.
9. INSURANCE:
9.1 A Certificate of Insurance must be provided to compliance@slcfd.org for approval prior to
commencement of work or deliveries on Fire District property. Requiring the Contractor to
provide evidence of insurance shall not be construed as a waiver of the Contractor's
obligation to procure and maintain the required insurance coverage.
9.2 Proof of the following insurance shall be furnished by the Contractor by Certificate of
Insurance naming the Saint Lucie County Fire Board and the Saint Lucie County Fire District
as Additional Insureds and Certificate Holders. The insurance limits specified in items 1
through 4 below are minimum requirements only. If the Contractor maintains insurance
coverage with limits greater than the specified minimums, the District shall be entitled to
coverage up to the full extent of the policy limits as an Additional Insured.
The Certificate of Insurance shall contain a provision requiring ten (10) days advance written
notice to the Fire Board of any material change or cancellation. Waiver of subrogation shall
apply to General Liability, Commercial Automobile Liability, and Workers' Compensation
coverage in favor of the Additional Insureds.
9.3 Insurance shall be underwritten by an insurance company with a minimum "A" rating as
defined by A.M. Best. The Saint Lucie County Fire District and the Saint Lucie County Fire
Board shall be named as Additional Insureds on the Contractor's insurance policies and
reflected on the Certificate of Insurance. Required insurance shall include the following:
1. Commercial General Liability insurance covering the indemnification
obligations set forth herein, with bodily injury limits of not less than $1,000,000
per occurrence and $2,000,000 aggregate. Coverage shall be primary and non-
contributory with respect to any insurance maintained by the District.
2. Automobile Liability insurance covering any auto, including owned, hired, and
non-owned vehicles, with limits of not less than $1,000,000 combined single
limit per occurrence for bodily injury and property damage. Coverage shall be
primary and non-contributory with respect to any insurance maintained by the
District.
3. Workers' Compensation insurance with limits of not less than $1,000,000 each
accident, $1,000,000 each employee, and $1,000,000 policy limit.
4. Umbrella/Excess Liability insurance with limits of not less than $1,000,000 per
occurrence.
10. SUBMISSION OF PROPOSAL DOCUMENTS:
10.1 Vendors shall complete and submit the following documents with their proposal:

Failure to submit any required form may be cause for rejection of the proposal as non-responsive
10.2 Proposal submissions shall consist of one (1) signed original hard copy proposal and one (1)
electronic copy of the complete proposal in PDF format on a USB flash drive. Proposals shall
be submitted to the St. Lucie County Fire District Logistics Division, 5160 N.W. Milner
Drive, Port St. Lucie, Florida 34983, no later than 10:00 a.m., Monday, June 29, 2026.
10.3 Proposals shall be submitted in a sealed package clearly marked with the solicitation number
and title.
10.4 The hard copy proposal shall govern in the event of any discrepancy between the hard copy
and the electronic copy.
10.5 Proposals received after the specified submission deadline may be deemed non-responsive
and may not be opened or considered by the District. Late submissions may be retained by the
District as part of the procurement record.
11. METHOD OF AWARD:
Award shall be made to the lowest responsive and responsible vendor meeting the specifications
and requirements of this solicitation.
12. BILLING AND PAYMENT:
12.1 Upon completion of the work specified herein, the vendor shall submit an invoice to:

12.2 Payment shall be made after performance of service and upon receipt of a proper invoice
from the vendor within 45 days of invoice submission.
12.3 Invoices shall be itemized by station number to include monthly lawn and landscape service
at each station.
12.4 No Implied Waiver: No payment, partial payment, acceptance, or partial acceptance by
SLCFD shall operate as a waiver on the part of SLCFD of any of its rights under this
Contract.
13. EXCEPTIONS:
The vendor shall furnish a statement on company letterhead giving a complete description of all
exceptions to the terms, conditions, and specifications. Failure to furnish the statement will
mean that the vendor agrees to meet all requirements of the terms, conditions, and specifications.
14. TERMINATION:
14.1 Termination for Convenience: The St. Lucie County Fire District may terminate a contract,
in whole or in part, whenever the District determines that such termination is in the best
interest of the District, without showing cause, upon giving written notice to the vendor.
The St. Lucie County Fire District shall pay all reasonable costs incurred by the vendor up
to the date of termination. However, in no event shall the vendor be paid an amount which
exceeds the price bid for the work performed. The vendor shall not be reimbursed for any
profits which may have been anticipated, but which have not been earned up to the date of
termination.
14.2 Termination for Default: When the vendor has not performed or has unsatisfactorily
performed the contract, the District may terminate the contract for default. Upon
termination for default, payment may be withheld at the discretion of the St. Lucie County
Fire District. Failure on the part of a vendor to fulfill the contractual obligations shall be
considered just cause for termination of the contract. The vendor will be paid for work
satisfactorily performed prior to termination less any excess costs incurred by the District
in re-procuring and completing the work.
14.3 Scrutinized Companies: The St. Lucie County Fire District may immediately terminate a
contract without cause at any time upon ascertaining that pursuant to 287.135, Florida
statutes, a company is ineligible to, and may not, bid on, submit a proposal for, or enter into
or renew a contract with an agency or local government entity for goods or services if at the
time of bidding or submitting a proposal for a new contract or renewal of an existing
contract, or at any time thereafter, the company: (1) is on the Scrutinized Companies that
Boycott Israel List, created pursuant to 215.4725, Florida Statutes, or is engaged in a
boycott of Israel; (2) is on the Scrutinized Companies with Activities in Sudan List or the
Scrutinized Companies with Activities in the Iran Petroleum Energy Sector List, created
pursuant to 215.473, Florida Statutes; or (3) is engaged in business operations in Cuba or
Syria. Furthermore, the District may immediately terminate the contract if it is determined
that the company submitted a false certification stating that it was not (1) on the Scrutinized
Companies that Boycott Israel List or engaged in a boycott of Israel; (2) was not on the
Scrutinized Companies with Activities in Sudan List or the Scrutinized Companies with
Activities in the Iran Petroleum Energy Sector List; (3) or was not engaged in business
operations in Cuba or Syria when in fact the company was engaged in such activities at the
time of the bid or proposal, or at the time of entering into or renewing the contract.
15. AFFIDAVIT AND SIGNATURE:
The attached affidavit and signature page is provided to facilitate your compliance with the
applicable law.
16. AVAILABILITY OF FUNDS:
The contractual obligation of the District under this contract is contingent upon the availability of
appropriated funds from which payment for this contract can be made.
17. NON-ASSIGNMENT OF CONTRACT:
The vendor shall not assign the contract, or any portion thereof, except upon the written approval
of the District.
18. WORK SCHEDULE:
The vendor shall provide a proposed service schedule and general maintenance approach with its
proposal. Final service schedules shall be coordinated with the District after contract award.
19. WARRANTY:
Vendor shall warrant that all services performed under this contract will be completed in a
professional and workmanlike manner consistent with industry standards. Any deficiencies
identified by the District shall be corrected by the Vendor at no additional cost.
20. COMPLIANCE WITH FLORIDA LAW:
It is the intent of the parties that the indemnity provisions and insurance requirements fully
comply with Florida law, including any amendments thereto, in all respects. If any word, clause
or provisions determined not to be in compliance with Florida law, including any amendments
thereto, then the parties agree that this contract and all Addendums and Exhibits will survive,
striking only that portion that a court determines does not comply.
21. COMPLIANCE WITH LAWS:
Contractor agrees that it will comply with all federal, state and local laws, ordinances,
regulations and orders that affect those engaged or employed under this Contract, any materials
used in Contractor's performance under this Contract, or the performance of services in
completing the work.
22. GOVERNING LAW
This contract shall be governed by the laws of the state of Florida. In the event of any dispute
arising hereunder, venue shall be in Saint Lucie County, Florida, 19th Judicial Circuit. The
prevailing party in such action shall be entitled to recover its reasonable attorney's fees.
Contractor hereby waives the right to a trial by jury.
23. E-VERIFY:
Vendor/Contractor and its subcontractors shall comply with all applicable requirements of
Section 448.095, Florida Statutes, regarding E-Verify. Failure to comply with such requirements
shall constitute a material breach of this Contract and may result in termination of the Contract
by the St. Lucie County Fire District.
24. PUBLIC RECORDS NOTICE:
Contractor shall comply with all applicable requirements of Section 119.0701, Florida Statutes.
Failure to comply with public records requirements shall constitute a material breach of this
Contract and may result in termination by the St. Lucie County Fire District.
IF THE CONTRACTOR HAS QUESTIONS REGARDING THE APPLICATION OF
CHAPTER 119, FLORIDA STATUTES, TO THE CONTRACTOR'S DUTY TO PROVIDE
PUBLIC RECORDS RELATING TO THIS CONTRACT, CONTACT THE CUSTODIAN OF
PUBLIC RECORDS AT 772-621-3347 OR RECORDS@SLCFD.ORG.
25. NON-DISCRIMINATION:
No discrimination shall be made in the employment of persons under this Contract because of
race, color, national origin, age, ancestry, religion or sex of such person.
26. INDEPENDENT CONTRACTOR:
It is understood and agreed that in the performance of this Contract, Contractor shall at all times
be considered an independent contractor and not an employee of the SLCFD. Contractor shall be
responsible for employing and engaging all persons necessary to complete the work required
under this Contract.
27. ENTIRE CONTRACT:
This Contract, including all attachments, represents the entire contract between the parties with
respect to the services which may be the subject of this Contract. Any variances in the
attachments does not affect the validity of the Contract and the Contract itself controls. All prior
contracts, representations, statements, negotiations and undertakings whether oral or written are
superseded hereby.
The individuals executing this Agreement on behalf of SLCFD and Contractor each represent
that they have full authority to bind the party they represent to all terms and conditions stated
herein.
This Agreement supersedes and replaces all previous oral and written agreements between the
parties hereto relating to the subject matter hereof. This Agreement supersedes and governs
over and replaces any conflict arising between this Agreement and any attachments or exhibits
hereto relating to the subject matter hereof.
28. COORDINATION:
28.1 All work performed under this contract shall be scheduled and coordinated with the
Building & Grounds Supervisor following contract award.
28.2 The vendor shall designate, in writing, a project manager and all coordination between the
St. Lucie County Fire District and the vendor shall be the responsibility of that project
manager.
29. PROJECT COMPLETION:
The initial contract term shall commence October 1, 2026, and continue through September 30,
2029. The contract may be renewed for up to two (2) additional one-year terms upon mutual
agreement of the parties and approval by the District.
30. ADDITIONAL TERMS:
1. Contractor warrants that it is fully qualified to perform the work, and holds all applicable
licenses, permits, and other necessary qualifications. Contractor shall perform and complete
in a good and worker-like manner all the work pertaining thereto described in the Scope of
Work, to furnish at its cost and expense all tools, equipment, labor and materials necessary
therefore, and do everything required by this Contract.
2. Contractor/Subcontractor may be required to provide a copy of a valid Florida Department of
Business and Professional Regulation license, as well as a valid local business tax receipt.
Upon request, the Contractor/Subcontractor shall also provide evidence of any required
